Gdal sieve function

Hi All, I'm having trouble working out how to get the gdal sieve plugin working - seems I need to get a .bat or .dll file into the right place to get it functioning. I get an error message saying gdal_sieve.bat is missing. Has anyone seen this before and been able to fix it?  There only appears to be .dll files in the directory where the GDAL_DRIVER_PATH is pointing in the environment settings.
