Request for info from brains trust - regarding CLT application for registration as a charity and PBI & DGR status

Dear CLT brains trust

We are working on our incorporation. Our first project is a shared equity CLT model aimed at people on local incomes who can't afford housing in our region but aren't eligible for social or affordable housing. They are generally on moderate to lower middle incomes. 

We are hitting some hurdles and I'm reaching out for some help. 

Member Benefit
I'm keen for any examples of registered charities with PBI and preferably DGR status that have members receiving services provided by the entity. E.g co-ops, and other not for profits with consumer members, including if possible on the board (e.g tenant reps) . If anyone can send me examples I would be grateful.

Vulnerable Persons
I'm also very interested in any discussions with the ACNC about the definition of Vulnerable Persons and poverty that could be of relevance to the " missing middle" shared equity model . 

Lastly, we have had legal advice that Vulnerable Persons need to vulnerable persons at all times that they receive any benefits from the organisation. I'm interested in any experience re the ACNC in this regard as well. 

I'm aware of the recent Productivity Commission Inquiry Report  - Future Foundations for Giving published in May this year. It is helpful and it is a good time for advocacy.

I think Common Equity Housing Ltd may fit your description. See


Its a Victorian registered social housing provider. The shareholders of Common Equity Housing Ltd include its member co-operatives (housing co-operatives). The members of the housing co-operatives are tenants. 


"Each housing co-operative member holds a single share in CEHL, entitling them to a singular vote during shareholder meetings, including the Annual General Meeting. "
