Question: Who the hell are these civil servant organizations that keep
calling me asking for money!? I mean, is the government not paying them
enough? Do they get bad insurance benefits? Is it a local thing, or is it
nationwide? More importantly, should I give them money?

Best place to ask would be your local fire department. I asked a
friend of mine who is a fireman once. He indicates that the firemen
will not solicit funding from you via the telephone. He also told me
that those organizations that do pretend to be for the firemen and
police officers actually get very little money to any civil servents
and have high administrative costs and that I shouldn't give them any
money. If you get a different story, then certainly let me know.

I would not give them any money at all over the phone. I am a volunteer
Firefighter/EMT, and we don't even ask for donations over the phone. When
we do fund raisers (garage sales, pancake breakfasts and the like), we
advertise in the news paper and radio, and we do ask for donations in a
quarterly news letter we send out.
If you do get such a phone call again, get as much info as you can and
report them to you local fire department. They can tell you if its lagit or
not. There are some national and state groups that solicit for donations,
but I've never heard of anybody seeing any money from them.
I do have to add that even paid departments occasionally need help.
Usually then you will see firefighters (off duty many times) standing at
intersections or in shopping areas with a firemen's boot or helmet. If you
see that and you are still not sure its real (which would be a pretty stupid
con to attempt, but I'm sure its been tried), again, contact your fire
department, but please help if you can.

Along this line, what about the Texas State Troopers'
Association? Also, I have gotten about two calls recently
from the state FOP. Do they help the cops or does most of the
money go to pay for fund-raising? If the cops get real
benefit, then I don't mind donating. They have a really tough
job, and they deserve help for those who are killed or injured
in the line of duty. But, if most of my donation will go to
the damned fund-raisers, then to hell with it.

I take the same stance with the Troopers Assoc. As far as I know, they
are about the same.
