I planted a few morning glory flowers, and they have sprouted up to
about 2"-3" tall. When do I transplant them?

to
first take them outside for "outings" and let them get accustomed to
life as it really is... then plant them only after they have survived
this trial and have true second leaves... or do like the rest of us
and soak the seeds, plant them outside, and let nature take it's
course. I have pretty Morning Glories every year from direct planting.
