ISPs & TIFA?

To what extent are ISPs - such as Zilker - going to be affected by the
Telecommunication Infrastructure Fund Assessment passed with HB 2128?

My company (not an ISP) discovered only a month ago that we are to be
assessed for revenues collected since 9/1/95.
