The at-grade intersection was always only a temporary arrangement relating to the staging of the project and staging of funding. The bridges over Narellan Road were always intended to be built but the decision was made in early 1975 to omit the connections
to/from Camden Valley Way and only build the ramp connecting to Narellan Road. Accordingly the southbound bridge was omitted and the northbound bridge was built to a much reduced width, suitable for the off-ramp only.
At this time the F5 had just been completed to Narellan Road so there was a significant increase in traffic coming off the Camden Bypass and turning right towards Campbelltown, rather than left towards the existing highway. This probably warranted the building
of the ramp to Narellan Road rather than the long term retention of the at-grade intersection.
IIRC the bridge and ramp to Narellan Road were completed in 1977, at which stage the extension of the F5 from Narellan Road to Yanderra was still over 3 years from opening.

I will be interested to see what TfNSW come up with for in the current planning work. The intersection with Camden Valley Way will almost certainly be a set of signals - surely?
