Rebuilding NSW: Delivering the Newcastle Inner City Bypass

NSW Premier Mike Baird today announced the NSW Liberals & Nationals Government will fund the final stage of the Newcastle Inner City Bypass – which will deliver enormous benefits to motorists in the Hunter who will avoid 11 sets of traffic lights.

Mr Baird made the Budget announcement today in Newcastle, where he was joined by Minister for the Hunter Gladys Berejiklian and local MPs Craig Baumann (Port Stephens), Andrew Cornwell (Charlestown), Garry Edwards (Swansea), Tim Owen (Newcastle) and Robyn Parker (Maitland).

“The NSW Liberals & Nationals Government is making strong investments in infrastructure across the Hunter to ensure the region’s full economic potential is unlocked,” Mr Baird said.

“Hunter residents and businesses expect and deserve modern infrastructure, which is why we are investing $280 million dollars towards the fifth and final stage of the Newcastle Inner City Bypass Bypass, and next week’s budget will include $150 million of this funding from Restart NSW.

“This investment in the Rankin Park to Jesmond section of the Newcastle Inner City Bypass is in addition to the infrastructure we will deliver across the Hunter using funds from the Hunter Infrastructure and Investment Fund.

“The NSW Government is determined to transform the Hunter, which is why we are getting on with the job of delivering infrastructure across the region.”

Ms Berejiklian said the NSW Government is committed to improving infrastructure in the Hunter.

“This is a significant project for the Hunter and with the funding contained in Tuesday’s Budget we can now complete this important road link,” Ms Berejiklian said.

“This upgrade will significantly improve traffic flows in Newcastle – which is fantastic news for Hunter motorists.

Sections of the Newcastle Inner City Bypass Bypass have opened progressively since the early 1980s – we are now getting on with the job of finishing this project.

NSW Labor carried out a route options study for the Rankin Park to Jesmond stage of the project in 2006, but nothing ever came of it.

“Under the NSW Liberals & Nationals Government the completion of the Newcastle Inner City Bypass project is a reality,” she said.

“This is a Government that is delivering for the Hunter, whether it’s major road projects, light rail to revitalise the Newcastle CBD or investments in health, education and services.” 

Minister for Roads Duncan Gay said the Newcastle Inner City Bypass is part of Roads and Maritime’s long-term strategy to provide an orbital road to link Newcastle’s road network.

“This landmark project has been underway for decades and I am proud to be part of a Government that is providing the funding to complete this important project,” Mr Gay said.

“This is a $280 million project which is fully funded by the NSW Government. This comprises $150 million from Restart NSW, while the remainder will be funded through the roads portfolio in line with the construction schedule.

“The Rankin Park to Jesmond section of the Newcastle Inner City Bypass will provide traffic relief to the surrounding road network, in particular the existing route of Lookout Road, Croudace Street and Newcastle Road.

“We will shortly carry out the environmental assessment and finalise the concept design for this stage of the road.

“After the EIS is displayed and community feedback is sought we could see planning approval as early as next year with construction to begin in 2017.”

The Rankin Park to Jesmond section of the Newcastle Inner City Bypass will be 3.4 kilometres of four-lane divided road and will include:

  • A grade-separated interchange at the northern connection with the existing Newcastle Road to Shortland section of the bypass
  • Potential for a connection to the rear of John Hunter Hospital
  • Bridge structures along the route to provide drainage, fauna movements and bushwalker access
  • A grade-separated interchange with Lookout Road and McCaffrey Drive at the southern connection.

I wonder if there will ever be any pressure to impose access control on the centre section at Cardiff Heights? Maybe $20 million in resumptions and service roads; plus some additional millions for an interchange at Cardiff Road.

In the early plans for SH23, a new link between Carnley Ave and Cardiff Rd passing under SH23 was proposed - vacant land was resumed etc. Not sure if it would still be available but that would facilitate a grade separated interchange by turning the existing junctions into LILOs. Grandview Drive might need connecting to that new link too.

According to most of their information regarding the Newcastle ICB, the Kotara to Rankin Park section has already been completed. Do they really count the existing road as a section of the bypass? It's nowhere near the same standard as the rest.

Same as now with only minor changes in alignment (eg sharper bends). The 1983 'completion' was for the upgrading to four lanes

Slightly off topic, could it be eventually possible/is their plans to have a freeway standard road from the M15/M1 interchange via the Newcastle Link Rd branching off in the Wallsend area and meeting the Inner City Bypass?
I know it would be easy enough along the Link Rd, with only 3 junctions.
Looks like a possible reservation along Cowper St?

That reservation was for one of the former mining railways - it's too narrow for a motorway and it's subsequent use as public open space means it would be up against a major NIMBY fight.

As Sam mentioned in his Ozroads page on the history of the F3, there wasn't a defined, let alone reserved, route between Wallsend and Jesmond when the F3 was proposed to run to Sandgate after passing west of Lake Macquarie. Maps published at that time showed a route paralleling Newcastle Road (usually to its south) before curving northwards at Jesmond to pick up what is now the NICB - although such a route would itself require massive property resumptions, and such a route tended to only be published on small-scale maps (such as touring maps) instead of larger-scale street directories.

Good to see this finally going ahead. It’s a shit fight in peak traffic periods.
 
I guess for Newcastle roads, the only major projects left to do are the F3 extension and Heatherbrae Bypass and maybe more duplication between Newcastle and Nelson Bay.

Speaking of which, I wonder how that's going? (Bobs Farm to Anna Bay duplication). RMS website says they expect to start construction in August 2013 (lol)

Hey, I drove down there about 4 weekends ago. They have started the work and is fairly well progressed, but seemed like it was 50%.

Well this snuck into the RMS site on 23/12 and is a bit of a surprise!


An entire off-line, 4 lane road! Mostly 100 km/h too!

Hmm, the route is a good idea. I do have some questions though this does not answer.

- The cabbage tree road roundabout is going to be a hot mess if it is not upgraded to either lights or a mega right-turn roundabout. Most traffic will be using this new road. I feel like they should defintely go all out and have a proper turn avoiding the McDonald’s to prevent huge traffic on that roundabout when it does open

- B63 will follow the new road but what will they name it? Will they call it Nelson Bay Road and then rename the old road? 

I hope this pulls off well but we will have to see. It’s the best option out of the three though, upgrading the old road was not going to fix the issue
