More channels for Foxtel?
Some unofficial news... A very reliable source tells me that an adult
channel will be released shortly on Foxtel and screened on channel 55.
Also, three new channels will be released in September. The basic
package will have a $5.00 price rise and to "compensate" for this,
subscribers will be given the HOME & GARDEN CHANNEL and THE NATIONAL
GEOGRAPHIC CHANNEL as part of the package. I am also told that a
racing channel will also be released at an extra charge. The source
tells me that these channels will be Foxtel exclusive and will not be
screened on Optus Vision or Galaxy. However, with deregulation and
speculation of a possible merger of the Foxtel and the Optus cable tv
businesses, anything is possible.

Australis Media rethinks its XYZ Entertainment channels
Matthew Kidman (Sydney Morning Herald, May 12, 1997, p.39) reports that
Australis Media (Galaxy) is considering replacing the four channels
supplied by XYZ Entertainment in its standard $49.95 package. The four
channels - ARENA, CHANNEL [V], NICKELODEON/NICK AT NIGHT and THE
DISCOVERY CHANNEL - will instead be offered at an extra cost to
viewers. XYZ Entertainment is 50% owned by Foxtel, 25% by Austar, and
the remaining 25% by Century Communications. Australis Media pays
about $5 per subscriber per month for the four channels, and with
102,000 subscribers, is paying more than $6 million a year for them.
Australis could save between $2 million and $3 million per year by
buying programmes directly from offshore for the replacement channels.
XYZ Entertainment is valued at over $100 million and shareholders
currently make a 100% profit by on-selling to Australis Media. Century
Communications has already put its stake in XYZ Entertainment up for
sale. A legal challenge is expected from Foxtel, Austar and Century
Communications, arguing that Australis Media is obliged to offer the
four channels as part of its standard package. The decision by
Australis Media to replace the XYZ Entertainment channels is seen as an
attempt to force pay tv participants to discuss ways of reducing
programming costs, including the large fees paid for movies and sports.

Group to discuss cable problem
Steve Lewis (The Australian Financial Review, May 15, 1997) reports
that the Federal Government has invited the States, telecommunication
carriers and other interested parties to join a working group to decide
whether to place aerial cabling underground. One of the key terms of
reference will be to explore the huge costs involved, estimated to be
tens of billions of dollars, which is seen as a deterrent to place
telecommunications and electricity wires underground. The working
group will be chaired by the Department of Communications, and will
comprise representatives from Telsta, Optus, the States & Territories,
the Electricity Supply Association of Australia, the Australian Local
Government Association, and community groups that have been pressuring
the Government on the cable issue. The group's first task will be to
stocktake existing infrastructure and provide the Government and
industry with a more reliable assessment of the task involved. Foxtel
and Optus Vision both have aerial cabling, with Optus Vision's cable
roll-out nearing completion with close to 2.3 million homes passed.

Cable may share ducts
Helen Meredith ("Switched On", The Australian Financial Review, May 16,
1997) reports that Northgate Communications Australia is considering in
teaming up with Western Australian utility AlitaGas (who are preparing
for construction of gas reticulation) to lay fibre optic cable in new
underground ducts in Kalgoorlie. AlitaGas has hired consultants to
gauge the interest among telcos. Northgate Communications and Cable
West are among eleven companies who have expressed an interest.
Northgate Communications Australia is a subsidiary of a USA company
owned by pay tv interests and is currently cabling Ballarat in
Victoria. They are also interested in cabling more that 40 regional
centres including Geelong, Bendigo, Wollongong and Hobart. They
already have 26 pay tv channels running in Ballarat, are trialling
local telephony, and have plans for high-speed cable modems from
September.

Advertising on pay tv
As of July 1, all pay television channels will be allowed to carry
advertising, currently only available to the narrowcast channels.
Andrew Hornery (Sydney Morning Herald, May 6, 1997, p.29) reports of a
joint-venture between four of the five pay tv carriers (Foxtel, Galaxy,
Austar, and ECT) to sell advertising on their channels. The new
company, Multi Channel Network (MCN), will be investigated by the
Australian Competition and Consumer Commission (ACCC) to see if there
are any trade practices implications. MCN's chief executive officer
and former Foxtel sales executive, Mr David Malone, announced that some
advertisers have already signed up, including Coca-Cola, Pepsi, Lion
Nathan, Bulmer Ciders, and Swift & Moore. Between four and eight
minutes of advertising will be available on a range of MCN channels.
Some MCN channels will not carry advertising. Mr Malone explained,
"Our customer base is made up of subscribers, they are paying for this
service so you have to be sensitive as to how much advertising they
want." Meanwhile, Optus Vision sales director Mr Peter Hudson was
not concerned with the advertising sales joint-venture and said,
"Individual channels will play a major role in how advertisers use pay
tv because they deliver such specialist audiences." Optus Vision have
signed up advertisers, including Harvey Norman, Coca-Cola and Pepsi.
Deborah Brewster (The Australian, January 28, 1997, pp.19,24) reports
that to help potential advertisers in selecting which channels to
advertise on, Optus has signed a five-year deal with AC Nielson to
provide it with pay tv ratings from April.
Subscriber numbers are another factor for potential advertisers to
consider. The latest available subscriber numbers for the pay tv
carriers are:
180,000 Optus Vision
180,000 Foxtel
120,000 Austar
102,000 Galaxy
10,000 East Coast Television
??,??? Northgate Communications Australia
??,??? Neighbourhood Cable
Optus Vision is expected to dramatically increase their subscriber
numbers with the arrival of satellite transmission (expected July 1).
Pepsico became the first Australian company to advertise on pay tv.
Two Pepsico brands, Pepsi Max and KFC, aired on MAIN ATTRACTION on
March 2 during the pay-per-view boxing match between Sugar Ray Leonard
and Hector Macho Camacho. MAIN ATTRACTION is classified as a
narrowcast channel and can advertise before July 1.

General Manager Carey Badcoe. Initially, OVATION will broadcast

schedule. OVATION will cover the major arts (e.g. theatre, opera,
ballet and dance), food and wine, social history, travel and heritage.
Programmes will come from the United States of America, Canada, Europe
(including Britain) and Australia.

The future of pay television in Australia?
Matthew Kidman (Sydney Morning Herald, March 31, 1997, p.29) reports
that Optus Communications' chief executive, Dr Ziggy Switkowski, will
push ahead with plans to rationalise the pay tv (and local telephony)
industry in Australia. Dr Switkowski's wish list is to:
1. Restructure Optus Vision;
2. Come to a deal with Telstra on sharing cabling; and
3. Come to a deal with the other four pay tv operators on sharing
programming.
The first of his wishes came true on Good Friday, with Optus
Communications announcing it had come to an agreement with their other
partners in Optus Vision - US West Media (formerly Continental
Cablevision), Pay TV Holdings (Publishing & Broadcasting Ltd), and
Tallglen Pty Ltd (Seven Network) - to buy them out. Dr Switkowski is
working on the second wish with negotiations continuing with Telstra
for a cable sharing accord. The new ownership of Optus Vision should
help with the negotiations. The third wish of programme sharing, or as
Dr Switkowski calls it, 'an understanding on content management',
remains to be decided. Initial talks are taking place that could see
all movies and sports shared between all the pay tv operators. Dr
Switkowski also wants all the pay tv companies to sit down with the
Australian Competition and Consumer Commission (ACCC) and the Federal
Government to decide whether mergers of the pay tv companies will be
allowed.
Deregulation of Australia's telecommunication industry begins on July
1, so pressure is on to get things sorted out before then. Also, both
Optus Communications and Telstra will be floating on the sharemarket
this year, so time is of the essence.

(May 1997) with Winston Tan <wt...@eisa.net.au>
We are now well into the winter sporting season. We are also well into
the first year of the Super League/ARL battle on the field. What have
the two competitions meant for the game? How has it changed? We
review how the two competitions are going as far as the crowds, the
money and the quality are concerned in this month's cover story.
While there has been very little news as far as Pay TV and Sport is
concerned this month, there has been one reasonably big piece of news
which may anger cricket fans regarding the forthcoming Ashes Tour.
Although the news is yet to be confirmed at time of writing, if it
proves to be true, then cricket fans may be even more angry than what
happened with the South African tour. For full details read the Pay TV
Sport News section.
This month we have included what may be a semi regular column called
Playback. In this column, we look on how pay television has covered
sporting events, and whether it has improved from coverage on free to
air television.
Despite the selector's disgraceful decision to drop Paul Reiffel,
Australia are still regarded as favourites to beat England in this
year's Ashes series. Optus Vision will be covering tour matches live
as well as highlights of the one dayers and tests. The Ashes series
heads our highlights section, which also includes NBA Basketball, AFL,
Super League and ARL highlights.
If you have any queries, comments to make, or wish to bring any
omissions or errors which I have made to my attention, then please do
not hesitate me to e-mail me on the above address.

Rugby league wars - the dollars, the crowds, the quality
The ARL and Super League are now well into their seasons. Both leagues
are fighting to become the best rugby league competition in Australia.
However, more than two months into their respective seasons, who is in
front?
When discussing the issue of which competition is the most popular, it
is a question which can be difficult to answer. Super League have
outnumbered the ARL crowds in the early rounds although the ARL have
managed to get bigger crowds than Super League in the last couple of
rounds. If we were just discussing numbers, then Super League would no
doubt be in front since it has less teams than the ARL. However, one
could then argue that many of Super League's teams are one team-one
town teams such as Perth, Adelaide and Canberra. The ARL meanwhile has
many of its teams based in Sydney.
Furthermore to the ARL & Super League crowds are the allegations that
Super League have been giving away enormous amounts of free tickets.
This particularly came under the microscope during the recent
Tri-Series match between New South Wales and Queensland. It was
alleged that there was hardly a paying customer at the match, there
were plenty of free tickets given away at the cinemas and Super League
people were giving away free tickets to the game at the SCG where the
AFL Swans were playing the same night. This of course, is not just a
Super League thing. The ARL have also done the same but according to
reports to a lesser extent.
Super League has brought the added glamour of entertainment to rugby
league. Super League have made rugby league more of an experience than
just a sport. Well, one could then argue that Super League don't care
about the sport, but see Super League as 'entertainment'. At the end
of the day, it would really be up to the fans on what they want, the
game and entertainment or just the game. Will the added entertainment
in Super League mean more people going to the game? Only time will
tell.
The topic of sponsors and rugby league has proved to be interesting.
Super League has been branded by some to be a made for pay tv league.
The rival pay tv companies have taken different sides in the war. The
Murdoch backed Foxtel on the Super League side and Optus Vision on the
ARL side. The Super League competition's major sponsor is Telstra
while Optus Vision's competition is known as the Optus Cup.
So, who is winning the battle? Some experts have said that the ARL is
a better quality game and have better teams. However, this does not
necessarily mean that the ARL will survive. The mighty dollar may mean
the end of the ARL at the hands of Super League. The ARL though, will
not go down without a fight.
At the end of the day though, the game of rugby league will have to
work harder than ever to try and gain back those fans who have
abandoned league due to the SL/ARL fiasco. Fans have gone to see Rugby
Union and have been attracted by the success of the AFL's Sydney Swans
and Brisbane. Only one rugby league competition can survive. Only
time will tell who it will be.

World Cup set for pay tv?
The Age (9 May 1997) reports that next year's soccer World Cup finals
in France could be the last time billions of people around the globe
are guaranteed seeing the tournament on free to air television. FIFA,
world soccer's governing body, has signed a $2.5 billion television
rights deal for the 2002 and 2006 tournaments under which subscription
television appears likely to grab a piece of the action. It is unknown
at this stage how the deal will effect Australian soccer fans.

NINE to show one dayers live, doubts remain on test coverage
AAP reports that the NINE Network will telecast live the one day
cricket internationals during the forthcoming Ashes tour, but has yet
to decide whether to screen the pre lunch sessions in the six Tests.
A network spokesman said yesterday that progamming had yet to be
finalised, but it was uncertain if all of the first Test at Edgbaston,
starting on 5 June, would be screened live from 8.30 pm.
"We will schedule the Ashes (Test) matches with about three weeks'
notice," the spokesman said.
"We are not going to know what we are doing for another few weeks."
The one day matches will be played on 22, 24 and 25 May.
NINE also has the rights to Wimbledon from 23 June - 6 July and it
clashes with the final day of the second Test at Lord's and the opening
four days of the third Test at Old Trafford.
Optus Vision will show all six Tests live as well as Australia's
matches against county sides which include matches against
Northamptonshire (17 May), Worcestershire (18 May) and Durham (20 May).
#### STOP PRESS ####
The Daily Telegraph (May 16, 1997, p.3) reports that NINE will not
show the first sessions of the test matches. Coverage will commence
from 10:35pm. The third test, which clashes with Wimbledon, will be
screened on the ABC from 10:30pm (11:00pm on July 9). The ABC and SBS
were both offered the rights to screen the first session of each day
of each test, but they declined. Optus Vision will screen the first
session of each day of each test on SPORTS AUSTRALIA II from 8:00pm.
The Daily Telegraph (May 24, 1997, p.9) reports that NINE again offered
the ABC and SBS the rights to screen the first session of each day of
each test, but they again declined.

SPORTS AFL proves a good alternative to SEVEN
Last year SPORTS AFL took the live feed of its games from Channel
SEVEN. This year though, SPORTS AFL have been broadcasting their
allocated live and exclusive matches through its own cameras and
commentators. The result has proved to be a good alternative to
Channel SEVEN.
SPORTS AFL have brought an added insight to the game. Instead of
having two commentators and one person doing special comments, they
have had one commentator and three people doing special comments. The
reason for this is that SPORTS AFL presumes that its select audience
will know what a handball is and so forth. This means that they have
placed an added emphasis on special comments. This has come through
five time premiership player Dermott Brereton who has proved to be a
very good analyser of the game. The two other people doing special
comments are being the goals and analyse the game from there. It is a
very different way of calling the game which has proved successful.
One of the great complaints of AFL followers who watch the Channel
SEVEN coverage is that in a close game, they would have to put up with
the time clock going down. However, in SPORTS AFL's coverage they have
the time clock going up. This means that viewers do not know how much
time is left (due to the time on rule). This have proved to be
particularly successful as SPORTS AFL has covered matches where margins
have been small.
Another innovation has been SPORTS AFL being able to speak to club
coaches and officials at half time, something which has not been seen
before as far as tv coverage of AFL is concerned. The idea, which has
since been used on Channel SEVEN's coverage, is another thing which has
given an added insight into the game.
However, the SPORTS AFL coverage is not without its flaws. The box in
the top left corner of the screen is grey and is quite large which can
get in the way of the game at times. There are also some problems
where the direction can be a bit off the mark when changing from camera
to camera.
Overall, though, SPORTS AFL has made a good impression and have done
well with their AFL coverage.

---
This year's season has proved to be a most entertaining one with plenty
of close results and a close competition. There seems to be no clear
favourite for the flag however teams such as West Coast have been
performing well. At the other end of the ladder Melbourne have
struggled with only one win for the season so far at the time of
writing.
This month SPORTS AFL will broadcast five more matches live and
exclusive to accompany its regular shows. To be honest, I think they
have broadcast too many live matches early on in the season. While it
is good to show more than one match in a weekend which they have done a
few times this season, they would be better off showing one game a week
so they will have a more even spread over the 22 round season.
