Dear Ditmar Award Subcomittee
I've recently learnt that my novel Teranesia was awarded the Ditmar for
Best Novel of 1999. I'm writing to you to formally decline this award.
In 1996, in protest over the lack of permanent rules governing the Ditmars
from year to year, I requested that my work no longer be considered for
the awards. While I accept that the voters and organisers are entitled to
disregard my wishes on this matter, having won the award I am now
declining it.
I understand that a set of rules has recently been enacted to govern the
awards, which is a very welcome development. However, my withdrawal from
the Ditmars is permanent.

The managers of this year's SWANCON have not been much interested in
history, precedents, or rules. Your optimism about the new "set of
rules" may be unwarranted.
