Those weird bundle bits and dates

Just wondering about the antics of bundle bits and modification dates - do they have a life of
their own? Whenever I check my HD with Nortons it ALWAYS seems to find lots of files where the
bundle bit is off when it should be on, and vice versa. It ALWAYS finds files with a bad
modification date.

So, why does this happen? Do Windows lovers sneak in at night and change my bundle bits? Does
the great date fairy supply me with "bad" dates?
Not a great hassle, but I don't understand why this happens, or how it can happen - any ideas?
