Penalty Handbook" available here:

I asked the SDRO about this:

"Is there any good reason that the "Fixed Penalty Handbook(s?)"
shouldn't be made available on the web site?"

They initially fobbed me off with

"Fixed Penalty Handbooks are administrative documents only and are not
publically available. They list offence descriptions, penalty amounts
and any demerit points. This information is available on the website of
the Roads and Traffic Authority (RTA) for parking and traffic penalties.
www.rta.nsw.gov.au"

When I pointed out that this didn't answer the question, they responded

"Fixed Penalty Handbooks are not made publicly available as they contain
information on a number of penalty notices as well as officer's details
and other personal information. It would be a breach of privacy to
publicly release this information."

Which seems a bit odd.
