One brand I'm looking into at the moment is CEC. I'm seeking opinions from
anyone using their amps and particularly their headphone amp,
the CEC HD-53R V8.

Hi Chris.
It's a pity, but you have to be careful about which of CEC's products you
buy. Some are truly awe inspiring, and are the best kept secret in audio,
whilst others are bloody awful and you are left wondering if the same
company built them.
For example, the high end belt drive CD transports are very, very good.
Several models offer the 'Superlink' connection, CEC's proprietary clock
locking which transfers the clock oscillator function from the transport to
the DAC (but only in their own products). This link doesn't use the usual
SPDIF code & so avoids biphase modulation-implied jitter. It utilises the
AES/EBU link, and offers superior audio.
In my system, I have a CEC TL-2X which has the latest LClock XO3 board, and
so I don't need to use the Superlink connection, or the AES/EBU link. I use
a coaxial connector, which, I find, is more than adequate.
CEC used to make the DX-71 MK!! DAC, a superb piece of kit owned by several
of this newsgroup's members.
They also make the DA-53, a mini version of the DX-71 MKII, and which is
also a really good DAC.
Many of their amps are also very good, but for some reason, the 5300 series
seems to have had a higher than normal return rate. I don't know the reason
for this; perhaps if you're keen on CEC's products you should contact Mark
Rogers at SonicArt, as he is the Australian agent for CEC's products.
I wish I could help you with your HD 53R V8, but unfortunately, I use a
different brand of headphone amp; the one that matches my headphones.
