(1) LEE Teng-hui Wins Taiwan Presidential Election
[CND, 03/23/96] According to reports from Reuter, Knight-Ridder and Singapore
media, LEE Teng-hui claimed his victory in Taiwan's first direct presidential
election Saturday by attracting 54 percent of the total voters. PENG Ming-min,
the Democratic Progressive Party (DPP) candidate, gained 21.1 percent,
followed by independent candidate LIN Yang-kang with 14.9 percent and
independent candidate CHEN Li-an with 10.0 percent. There were over 10
millions voters casting their ballots and making a turnover rate of around
76 percent. Vote for PENG Ming-min is notably less than the 33.7 percent rate
gained by DPP in last December's parliamentary elections.

(2) A Chinese Engineer Murdered in Pakistan
[CND, 03/17/96] Chinese engineer Yung Yun PENG was found murdered at his
residence in Tarbela, 70 km away from Islamabad, Pakistan, according to a UPI
report. Peng's throat had been slashed when he was sleeping. It's the first
ever such cool-blooded murder of foreign nationals. Prime Minister Benazir
Bhutto has expressed her deep shock at the murder and ordered local
governments provide body guards to all Chinese workers in the country.
There are many Chinese engineers working at Tarbela which is the largest earth

(3) Freighter Carrying Urgent Food Aid to North Korea Sank in Taiwan Strait
[CND, 03/20/96] Reuters reports that a freighter carrying urgent food aid to
North Korea sank in Taiwan Strait near the zone where mainland is making
military exercises. The Freighter, chartered by the U.N. World Food Programme
(WFP) and registered in China, had left Bangkok on March 11 carrying 6,538
tonnes of rice and had been expected to arrive in Nampo on March 23. 15 crew
were missing and nine other crew were rescued when the freigfter sank on
Tuesday in the stormy waters. "We express our sadness over this tragic
accident and our condolences to the many families who have suffered the loss
of their dear ones," WFP executive director Catherine Bertini was quoted in
the report. The WFP plans to send another 8,200 tonnes of rice to North Korea

(4) South African Foreign Minister to Visit China
[CND, 03/22/96] AFP English Wire reports that South African Foreign Minister
Alfred Nzo is going to leave for China on Saturday for a three-day visit in
aiming for improving bilater relations between the two countries. The visit
coincides with Taiwan's first direct presidential election. South Africa once
proposed to establish diplomatic relations to both Beijing and Taipei. The

Dear CND editor:
I am graduate student at Washington State University. My daughter had a
rare kind skin illness since her eight month old. She is seventeen months
now. The illness is developing rapidly. The red-brown papules about 4
mm in diameter around her eyes (upper lip and intra-orbital area) were
keeping enlargement and increment. The microscopic diagnosis (biopsy)
showed that is a "Xanthogranuloma" and no evidence of malignancy. No
family history of similar dermatologic problem was found. Pediatricians
and dermatologist said no treatment is need. However, the longer the
papules stay, the more the chance of the focal pigmentation and scar leave
on her face. We urgently need any kinds of help on both Western medical
treatment and Chinese traditional medical treatment. We also would like
to get help from caring people all over the world. Any suggestions and

International Conference and Exhibition on Environmental Protection
of Electric Power (ICEPEP China '96)
October 11-15, 1996
This is the first international electric power environmental protection
academic conference sponsored by the People's Republic of China. The
purposes of the conference are : firstly to promote the international
academic exchange of electric power environment science, secondly, to have
foreign technical experts, enterprises, and officials comprehend the status,
program and development of China's electric power industry and its
environmental protection in furthering better cooperation. At the meantime
of academic conference, we also hold an "International Exhibition on
Environmental Protection of Electric Power."
This is also the first international exhibition on technologies and equipment
for environmental protection of electric power sponsored by the People's
Republic of China. This exhibition is the exhibition section of the
International Conference and Exhibition on Environmental Protection of
Electric Power (ICEPEP), which will be sponsored by Chinese Society for
Electrical Engineering (CSEE).
Electric power industry has achieved rapid development in China. By the end
of 1994, the total capacity of power generation in the whole country was 198
GW, the power generation was 909.1 billion KWH, which was the fourth position
in the world. There are 28 power plants which has the capacity of more than
1,000 MW (4 hydroelectric power plants and 24 coal-fired power plants). Along
with the development of power industry, the environmental protection problem
has become more and more serious. Although China has achieved a great deal of
scientific/technical progress on environmental protection of power industry,
it is still preliminary in general. Developed countries have possessed rich
experience in this field. Therefore, the conference and exhibition will
provide a chance to foreign colleagues to understand the power industry of
China, of course emphasized on environmental protection problems, in point
of views of both products/market and science/technology. Meanwhile, foreign
companies will be given a very suitable place to introduce the newest
technologies and equipment to China, and be provided the necessary conditions
to enter Chinese market.
Experts in the field of power and environmental industry will be attracted to

in October 21-24, 1996. This conference will provide the ASIC designers,

To promote discussions and propose practical solutions for the high education
in China in the 21st century, the Foundation For Chinese Academy in conjunction
with Harvard University Graduat School of Arts and Sciences will held an
international conference in Boston, September 1996, on which leading education
experts from China with their American colleagues will address the pressing
issues on Chinese academy and high education. Authors are invited to submit
papers on the following four broad categories:
(1) current educational theory and philosophy,
(2) education policy in China and abroad,
(3) recent attempts at education reform in transitional societies, and
(4) the economics of higher education.
