It's not technically true. There is no real need for them to do anything at
the exchange. There is no difference between a business line and a
residential line apart from the billing.
If they have screwed up their internal processes the system may need to do a
disconnect/reconnect to get it swapped over but, if so, that's purely a
result of their bungling the system and not a physical requirement of the
exchange equipment.

Sounds more like a SULIE (disassociate phone number from LI) followed by a
SULII (reassociate with LI)- Not sure what the equivalent System 12
commands are....

Both of the above AXE commands are issued remotely. Used to be done by
Autocat if an O and I order was issued for the same number, and resulted in
the line being down for between 5 mins and a couple of hours.
It's very rare for an exchange visit to be necessary for any PSTN work now.
Nearly all main cable pairs are permanently jumpered to an LI/EN.

Well you can - but it isn't acceptable as it leaves a residential account on
a business CIDN - you still see 'em from time to time where someone has been
lazy & done it that way. Not acceptable procedure & will land the person
doing it a dirty ticket of work if they're caught out doing it. Creates
problems later on if the person gets a new line connected on the same
account as it'll automatically go thru as a business line rather than a
residential one.
