Some people mentioned dial-up time servers. These would probably be
the most accurate due to greater propogation delays over the 'Net (and
errors correcting for these). If you are only interested in fixing you
PC's clock to about 1 second (probably to 100 mS) it is easiest to use
a public 'Net time server. There are two types of time server -
primary and secondary. Netiquette dictates that you use a secondary
time server if you are not running a site, as the primary ones are
heavily loaded as it is. The secondary ones have sufficient accuracy
for most purposes.
The Web site to visit for more information is

software packages. I am using WinSNTP from Solaris which is a US$25
shareware package from
http://www.solaris.com/winsntp/winsntp.html#Servers .
An Australian public-access secondary server is yoyo.aarnet.edu.au .

Just remember that the most important thing to remember is to pick a
time as close to you as possible. If you dont, the delays in accessing
the server will through your clock out even more.

My Netware server at work is out by 13 seconds every 4 hours!!
