Telstra unlocking phones for free

They used to do it for free anyway, but from what I read on the
'net they started charging for it some years ago. But as they're
now planning to cap 4G and 5G data rates, Telstra have apparantly
been forced to offer unlocking of devices purchased before the 31st
of January 2023.
