Depends on the outside diameter of the tyre :)
For eg - if you're going from 31x11.50R15 (which have an OD of
30.7") to 275/70R16 (which have an OD of 31.3") then I assume the
answer would be no, as the radius has only increased by 0.3".
Let us know the tyre sizes and I'll check 'em on my handy dandy tyre
chart.

The size is 205/70/R15 Now if I change the 70 to a lower profile, then I
don't need to change the OD, but the reason for the question is that
attempting to find a decent off-road tyre in 15's is next to impossible, and
lowering the profile doesn't improve the range, in fact as far as I can
discern from having looked around, it makes it worse.
So the solution seems to be an increase to 16's AND the associated increase
in OD, and live with the wacky speedo, extra stress on drive trains etc.
The best I've been able to find in the original size are Bridgestone Dueler
AT 693's (639's, 6somethings).
Sure they're about half the price of a serious off-road tyre, and they are
better than road tyres, but they aren't exactly what I'd call an aggressive
tread pattern.
It seems 15's are considered pretend 4WD tyres, and so they only make 15's
for the CRV, RAV4s, Terios, etc market.
If I want a tyre with some serious tread pattern, I need to look at 16 and
above. But to go to those sizes would likely require a lift kit.
I am trying to find a compromise between lifting an already tall/narrow
vehicle into unstable territory, and running on what amounts to a glorified
road tyre in the Geolanders, Dueler ATs, and equivalents.
Basically the equation is Better off road tyres under the zook without
having to lift it, I've even looked into importing tyres from OS if there
was a country somewhere that made a more serious 4WD tyre in 205/70/R15, but
it seems no-one does.

As Dan says, there's quite a selection of off-road tyres available
to suit 15" rims. In fact I'd guess that the vast majority of 4WDs
in Oz are driving around on 15" rims (Landcruisers, Patrols,
Pajeros, Hiluxes(*), Jackaroos, etc, etc).
One of your limiting factors with the standard wheels would be rim
width. Your 205/70R15 tyres have an OD of 26.3", and are made to
fit on a rim about 5.5 to 6.5" wide.
A very common size 15" offroad tyre size is 31x10.5R15. These
however are designed to fit on a 7" to 9" rim, and are 30.7"
diameter. A smaller choice is a 30x9.5R15 which fit on a 6.5" to
7.5" rim, and are 29.5" OD. Unfortunately not only are neither of
these likely to fit on your skinnier stock rims, the OD difference
of 3"+ would be too much for your Zook to handle without changes to
your diff ratios (and I assume a body and/or a suspension lift too).
Even if you replace your rims with 16" ones, or wider 15" ones, your
major consideration is still going to be tyre OD. This is where
your choice is going to be limited. Any OD increase of 1" or more
is however going to markedly affect the performance of the vehicle.
The Feral Zooks around with the big boots are unlikely to have stock
mechanicals in them.
Below to mull over is some tyre sizes. Most of these should be
available in both A/T and M/T patterns from various manufacturers:
