My own method of resolving it is to use a legal sized carry-on item in the
form of a soft bag (it's a sort of soft brief case) and stow it under the
seat in front. Means I always have access to it without disturbing others
even if I'm in a window seat, eg. Overhead lockers are a PITA IMO - I let
others fight over them :-)
Well maybe not a complete solution, but enforcement of the regulation
(I use the term loosely) number of cabin hand luggage and size per
individual may help.
Hopefully checkin and cabin crew are not as blind in an emergency as
they seem to be when it comes to the hand carry items of many
individuals who have items larger than my bag that just fits the
gauge. Judging by the antics of some when lifting bags overhead, a
number are obviously heavier than they should be.

To my knowledge it is first in (and not necessarily best dressed) when
placing luggage in the lockers.
Try to get to the front of the queue when boarding is announced.
Must admit I do wish the airlines were a little stricter as far as the size
and quantity of carry-on items.
However this needs to be determined at check-in time so intended large
carry-on items can be reassigned to stowed luggage.

Absolutely. My solution too.
I guess you could get there so early you're the first on but that wd
take up too much of your life.

Personally, I avoid taking any bulky items such as hand luggage/duty
free anyway, simply to avoid the hassles and in order to get off the
a/c as quickly and efficiently as possible. If I do, like a laptop, it
goes under the seat in front of me, certainly not above me.

And lest peace and quiet be disturbed I never, tell my fellow pax what

My wife found out how strict that Qantas could be when at the gate the
woman there wouldn't allow her carryon to be, well, carried on. It just
fit in that cradle that they use to check luggage size, but it was about
20mm long. She had to remove all the crap from it and stow it on her
person or in her handbag.
Thing is, she was allowing other pax carrying obviously oversized laptop
bags to board with them, as they were in business or first class.
Since then, she's only ever flown UA when visiting overseas. Not that
Qantas has been missing her business...

Why would anyone put oversize and overweight bags in the locker above
them! Much better to have it fall on someone else!

Ah... bliss...no more fat women with golf bags or pimply backpackers with

Me too, maybe they can remove the overhead lockers now and save some of
that costly fuel :)

First time it happened to my wife she protested but handed it over to them
They said. (Oh NO, you cant leave it with us, you will have to go and find a
rubbish tin. (We had six more pax behind us). I intervened and said, "they
are now your property to dispose of at your own leisure". Then we just
walked through and
boarded our flight. Bugger them
