GPS - Selective Availability to be turned off.

I read with interest an article from the US of A that Clinton
has directed the US DefenSe Dept. to turn off the Selective
Availability of the GPS system, thus allowing full and accurate
use by civilians. Could be interesting?

Whilst I understand that this would enable the full accuracy of
the system to be available to all, how will this effect the
current requirements for a ground control system to be
operational thus allowing GPS for IFR. (ie, simply put, does
the removal of the Selective Availability mean that all units
would, in theory, be good enough for IFR ops, without
additional ground station 'integrity'?
