SEEKING IMMEDIATE CLARIFICATION TO BAKSHI’S MAIL ON RULE BOOK PREVENTING GUEST CAR PARKING FOR DOCTOR AND FAMILY VISIT IN CASE OF HEALTH EMERGENCY
Is not AURA an RWA cum AAO that is registered in June 2010 to look after the welfare and thereafter, statutorily mandated, per the UP Apartment 2010 Act, and 2011 Rules, administration of the complex that it has recently taken over?
As per the Bye Laws, is it incorrect to state that as much as 5% of the covered area is to be allowed for guest parking, and additional car population explosion due to construction of additional flats, consequent to first sanction in 2007/2008 or 2012/2014?
If so, here is mail from Mr DV Dhal (EH-1/002) – in continuation of the communication from Mr Ranjit Kapoor (SV-2/2TF) seeking clarification in respect of rules for guest car parking in case of health emergency.
“I have sent my car to my house in sec. 15A & vacated my parking bay to facilitate my doctor/ daugter (sic) visiting as I am sick & can't go out. If it is not in your rules, please send a copy of your rule book.
Kindly favour me/us with immediate confirmation re: the rule that prevents guest parking in case of health emergencies.
Kindly acknowledge notice and favour me with action taken/proposed to be taken.

I had raised a request to allow parking of vehicle of my guests who were visiting us for few days. It was clearly mentioned in the mail that I have vacated one of my parking bays to facilitate this. Mr. Baxi had then cited rule book and conveyed it will be a violation. Thereafter, I had asked for a copy of the rule book which is still not received. Then, I raised the issue on forum and got reaction from friends and the details have been compiled in a word document which is enclosed for reference and action. This is also an important issue which needs to be settled in the best interest of society. It will be appreciated if appropriate response is arranged.
Further, other issues related to maintenance have also been raised but no response from any quarter.
You will no doubt agree that elected positions are not decorative in nature, they come with responsibility and accountability. I also appreciate the fact that all problems cannot be resolved in a day or immediately but sitting on mails is ethically wrong and insulting and is fraught with danger of breeding resentment. If such issues prolong without any convincing argument you might see a revolt of non-payment of maintenance charges by many of the residents.
In order to bring transparency please act on following:
1. Provide email ids of all concerned.
2. Scope of their work so that issue can be raised to that person only.
3. In particular duties of estate manager.
4. Please share copies of all the agreements with EIPL and others.
5. Please share quarterly draft balance sheets.
6. Audit of water storage and power backup to ascertain adequacy.
7. Defining time frame for fixing the problems.
