18.7.2016 - PRELIMINARY RESPONSE TO COMMUNICATION FROM AURA SECRETARY ON WATER LOGGING WOES
I, as a forensic engineering “student”, am truly intrigued by the contents of the trailing mail from Aura Secretary - wherein he has tried to explain and justify the TRUE cause for the waterlogging incident in the central basement of Vintage Utopia on 15/16th July 2016.
In this connection, may I, by way of starters, request you, as President and CEO of AURA, of which I am a member, to make available to me the technical report from Nimbus and their experts on the referenced subject, (duly signed by a chartered engineer) and which forms the basis on which Aura Secretary has deemed to fit to educate the members of AURA, and this includes me.
2. Why I seek the above information urgently?
Firstly, on account of the fact that, ever since you have taken over as AURA President, I and my colleagues in the industry, have tried to swallow various pseudo technical explanations posed by Col Bakshi and his team on the Forum for “consumption”.
(Latest being to
· blame the repair of the transfer pumps to the reason why we, the residents, were for five days and nights, being fed with “dirty” flush/fire water in the toilets
· - Whereas, the real reason is breakdown in the supply at the Noida end,
· and no buffer storage capacity to tide over the crisis,
· and thereby necessitating use of submersible tube well pumps to supplement the shortage
Secondly, and this is MOST IMPORTANT, on account of the fact that the reply given by our Aura Secretary exceeds all bounds of even technical fiction.
(Details to follow, as an when the matter is escalated by me, as I do not wish to bore the reader with technical jargon!
3. In the alternative and/or interim, or simultaneously, may I, request you - as I do respect your technical knowledge as a “captain” of a ship, and also as a recognised audit consultant for Seatec Services Inc., - to educate me, as part of professional obligations to a student, with your expert certification in respect of the correctness of Aura Secretary’s note, vide below?
NB: Just a simple Yes/No is ALL ask, - after which, I will most respectfully accept the same as being technically plausible answers to the following two questions:
a. If what Aura Secretary says is to be believed as technically true/factual, (choking of the external out flow drains of the Noida Authority, would not the basement have been flooded completely with well over 1.00-2.00 metres of water logging? (NB: the top of the over flow external drains being at least 3.00 metres below road level? (YES/No)
b. Further, would not the back flow from the external drains have caused even the entire hard top in the campus to be flooded with at least ankle deep water? (YES/No)
4. Last of all, may I also request you to confirm whether the refurbishing that is suggested by Nimbus will be
c. at the risk and cost of EIPL
d. or as (inferred from the fact that all agreements for the supply of “maintenance” services executed by EIPL stand novated) at AURA’s cost,
e. and to be either deducted from the already meagre “compensation” of Rs. 9.00 crores doled out by EIPL as proof of bona fides and with ultimate customer satisfaction in mind.
f. Or to be subsidized by financial inputs from the members of the Association of which you, Sir, are President and CEO.

Subject: [UTOPIA] Waterlogging Woes
In preparations for the monsoons this year, the Facilities Management Team had undertaken several major pre-emptive action including cleaning of all the 27 nos underground sumps and testing and operationalising all the corresponding sump pumps and making sure that all rain water has smooth access to the four rain water harvesting pits.
When the rain water harvesting pits get filled up, we have fully functional automatic systems to ensure that the overflow is pumped out of our complex and into the storm water drain provided by Noida Authority which circumvents our property.
All systems were ship shape and ready to tackle the heaviest of monsoon showers. Yet during yesterday’s heavy showers, we suffered severe flooding which has taken us all by surprise. Investigations today have revealed that the NOIDA storm water drain has been blocked and literally dammed up with huge amounts of construction debris (malba) near the entrance of one of our neighbouring complex leaving no outlet for the water expelled by our pumps to flow away. Instead, the water outside has not only flooded the service road, the area outside Eldeco Studio and flowed back into our own compound, leaving us waterlogged and flooded.
We are taking up the matter with both the Noida authorities and the neighbouring complex for clearing the storm water drain to ensure smooth outflow of excess water from our compound. However, this may take some time, given the generally tardy responses from the concerned authorities. Moderate amount of rainfall may not lead to similar waterlogging. However severe and incessant rainfall before clearing the blockage may lead to another similar unpleasant experience.
One small but positive offshoot of the water logging has been the discovery of some ground slopes and declivities which need to be set right and will be attended to for permanent solution in future.
