Dear Afsir and Ashu,

I am addressing my response to two of you because I feel your query is genuine and also Ashu since you have worked in BoM on these aspects in the process of negotiating HoTo you have better understanding of such things like billing system of Radius.

While doing HoTo we had taken a broad call not to change suppliers for atleast next year or, so depending upon the duration of existing contracts. Reasons were obvious first of all HoTo itself was a very complex process, we did not want to rock the boat particularly those areas which were functioning smoothly. Secondly due to the existing political scenario of our complex change of vendors could have caused more controversies, so except FMS - Nimbus all existing suppliers with ongoing terms and conditions were continued with. Many suppliers as usual tried to increase AMC costs but we made sure most of them mantain status quo.

Changing vendor for billing system which is the most important aspect of society management had the potential to cause huge problems if experimented with a new supplier that too at a critical juncture like HoTo. Market information also said Radius to be the most reliable one at that point in time. May be now we have more and cheaper options available but at the same time I hope we are comparing apples to apples and not apples to oranges. Radius is a cloud based prepaid wireless system with facilities like app etc I am not sure if other options we are talking about have similar features. Having said so current BoM must work on exploring the market if they can find better vendor / facilities at a cheaper cost they are most welcome to change. My only request here would be not to downgrade any service in our efforts to bring down cost. That should be the thumb rule for all vendors.

Similarly another issue of segregating common area maintenance cost and apartment maintenace to bring down certain apartments below Rs 5000/- level to save Service Tax was also considered. If I recall correctly Mr Prabhakar had suggested this method on the forum. We had discussed the matter with existing CA at that point in time who recommended not to go ahead with it as he thought it to be a grey area which could cause enquiries from ST dept. I remember discussing this matter with  Mr D K Mishra as well. Now since it has been implemented I am sure FC / BOM would have done the due diligence and thought through it.

Lastly all those who criticise HoTo I hope they realise we are able to look into these aspects like suppliers contracts, billing systems, methodoligies, projects because they are finally under our control. Had we not done HoTo we would have continued to be at the mercy of builder who would have increased maintenance cost much above current levels by now. Radius is one example where we can cut costs, there were bigger losses which we were making in things like Interest on IFMS where builder was enjoying on our funds. Today we have balance sheet with crore plus profit where interests from IFMS and contingency funds have contributed significantly.

How is it that at the time of Ho/To the above was missed out. I believe this has now come into the public domain only because of better due diligence. 
Earlier EIPL took the residents for a ride and later with the completion of Ho/To, AURA BoM continued the practice. I believe is a serious lapse. Thanks again for confronting RADIUS.
