Title: Payroll Manager
Location: Providence, RI(Onsite)
Long Term
35 hours a week
The Payroll Manager oversees and directs the team responsible for providing timely and accurate payroll processing for a group of state departments with complex work schedules and payroll rules. The Payroll Manager audits and reconciles payroll; interprets collective bargaining agreements relative to payroll processing; ensures compliance with laws and tax requirements; resolves issues; and responds to payroll
inquiries from a wide range of stakeholders including employees, supervisors/managers, union officials, Human Resources colleagues, and others.
The Payroll Manager is responsible for creating, tracking, and managing all payroll related
documentation, notifications, and correspondence. The manager compiles, reviews, and analyzes data, follows-up with staff, and presents reports and recommendations to leadership as needed. The manager implements standard operating procedures and recommends process improvements, if necessary.
Additionally, the Payroll Manager monitors the team workload and reassigns resources when needed and assists in the recruitment process for new hires within the unit.
The position requires the candidate to be extremely detail-oriented and demonstrate a high level of work product accuracy; possess excellent organizational, interpersonal and customer service skills; and the ability to adapt to change and manage multiple priorities in a fast-paced environment.
The incumbent should have knowledge of and experience with federal and Rhode Island payroll and wage and hour laws; business and fiscal management acumen; and the ability to interpret collective bargaining requirements as they relate to scheduling, time and attendance, overtime, and compensation. Prior experience managing payroll is also required.
This position reports to the Deputy Personnel Administrator, Payroll/Data, and is required to work onsite in Providence, RI. A bachelor’s degree in accounting, Business Administration, Human Resources, or related field required. Three to five years of related experience is required.
