Montage planning?

I am working on some photo montages for use as table mats.
I use GIMP for the layup - one layer per photo.
But in the early stages it would be helpful to have a way of shifting
(maybe?) thumbnails of the photos around the screen as I get my head
around just what I want where...
Is there a simple application/program that might help me?
