If you want to publish online maps you can do so with Cartoview after the installation of the software you can go the app store and install the apps you need. It takes a bit of configuration to get the maps published, there is however a lot of details to cover for each map you want to publish, Cartoview is free and works OK with ArcGIS Server and OGC
