Have you tried the Visual C++ 2008 Express Edition from the Microsoft
site? I've only just had a look at all this stuff to help a student
friend out after leaving it alone since DOS C 5.0 (many years ago) but
the installed program debugged and compiled a few CLI programs which
worked.

After a small download stub program, this kicks off a website install
and to keep it working for after 30 days, you just need to give some
details and they'll send you a keycode in an email which you paste
into a startup box, which goes away after that.
