ATSPackage: a build tool/package manager for ATS

Hi all,

I have been working on atspkg for some time now, and it finally has a stable configuration format, so I figured the wider ATS community could benefit.

It's definitely not a full-fledged package manager on the order of cabal, but it already greatly simplifies the process of building libraries or binaries in ATS, particularly for those without a background in systems programming.

In the meantime, the docs need some improvement, so feel free to ask any questions or open an issue in the repo if you find something deficient. polyglot has a reasonably nice example of how to use it to make binaries.
