As far as I know there is no way to activate it without having it registered to a Microsoft account. How about trying to register the product key to a Microsoft account as if you were installing it for the first time?
After 2013 I thought all Office 2013, with the exception of Standard & Professional, had to have an account linked in order to install and activate the product. In Office 2013, Microsoft introduced the world to Click-To-Run, which is the way that all home office products run now.
To help with issues you might encounter when installing Microsoft 365 because of slow speeds or unreliable connections, as a first step download the Support and Recovery Assistant tool. (For information about this tool, go here.)
If the Microsoft Support and Recovery Assistant didn't help, follow the steps below that are specific to your plan. You need to be connected to the internet to download this installer file, but once that's done, you can then install Microsoft 365 offline on a PC at your convenience.
If your Microsoft 365 product is one of the following, you have a Microsoft 365 for home product. This can be a subscription, or a one-time purchase of Microsoft 365 Office, or individual Microsoft 365 application. These products are usually associated with a personal Microsoft account.
If your Microsoft 365 product is one of the following, you have a Microsoft 365 for business product. These products are usually associated with a work or school account, and your Microsoft 365 license (if your subscription has one) came from the organization where you work or go to school.
To download the offline installer, go to www.office.com. If you're not already signed in with the Microsoft account associated with your copy of Microsoft 365 or Microsoft 365 do that now. If you're signed in with a different account, sign out of that and then sign in again with the correct Microsoft account.
Once the download is complete, open File Explorer and locate a new virtual drive, for example (D:). This drive contains the Microsoft 365 installation files. If you don't see the new drive, locate the image file you downloaded and double-click it. The new drive should appear in your directory.
Select the Microsoft 365 folder from the virtual drive and then double-click either the Setup32.exe to install the 32-bit version of Microsoft 365, or Setup64.exe to install the 64-bit version to begin the offline installation. If you're not sure which version is right for you, see Choose the 64-bit or 32-bit version of Office.
If you have a Microsoft 365 for business product you can use the Microsoft 365 Deployment Tool (ODT) to download and install Microsoft 365 or Microsoft 365 offline. The tool is designed for enterprise environments and runs from the command line, so the steps are more complicated--but they'll still work for installation on a single device.
You must have a Microsoft 365 or Microsoft 365 license assigned to you to install and activate the Microsoft 365 apps. To check if you have one, see What Microsoft 365 business product or license do I have?
If you have a Microsoft 365 Apps for business or Microsoft 365 Business Standard plan, you need to download the Microsoft 365 Apps for business version. For all other plans, download the Microsoft 365 Apps for enterprise version. See the following if you're not sure which version to install:
It can take a while to finish downloading and it may look like nothing is happening while the files are downloading. You'll know the installation is complete once the dialog box closes on its own, and a new folder called Office appears in the ODT folder you created earlier.

Active Internet Connection
To redeem and activate Microsoft Office that is installed on your computer, you need an active Internet connection. If your computer shows connectivity issues, use the Windows Network Troubleshooter to correct the problem.
Microsoft Account
A Microsoft account is required to access and save settings for Microsoft devices and services. This makes it simple to reinstall Office without a product key. If you do not have a Microsoft Account, go to Microsoft's support site to create an account.
180-Day Activation Window
Subscription-based Office 365 and M365 products must be activated within 6 Months (180 days) from the time of Windows activation. The product eligibility will otherwise expire. Contact Microsoft directly for assistance at Microsoft.com/Support.

Follow below steps if you have to reinstall Microsoft Office after Windows, was reinstalled, or replaced the computer drive:
Go to Missing Office apps (missing on a new device, or after reinstalling Windows) (In the Troubleshooting section) to download and install the applications. Then proceed with the following steps.
If you cannot locate Office apps like Word, and Excel open a web browser.
Browse to: Account.Microsoft.com/Services
Sign on with your Microsoft Account.
Select Services & Subscriptions.
Select View Product Key and Install (Figure 25).

Can I activate a Microsoft Office 2019, 2021, or 365 license without a Microsoft Account (MSA)?
No. Microsoft requires a Microsoft Account (MSA) and an active Internet connection for successful activation.
I have more than 25 new computers with Microsoft Office 2019, 2021, or 365 preinstalled. How can I track the licenses without creating multiple Microsoft Accounts (MSAs)?
Microsoft Accounts can only register up to 25 licenses per account. See Microsoft Knowkedge Base article How many 2016 home and business activations per live account. If you purchased more than 25 computers, you must maintain multiple Microsoft Accounts (MSA). There are no bypasses or exceptions to this process.
My organization limits access to public Internet. Can I activate Office OEM licensing?
No. Office and Windows OEM licensing require that the client computer can reach public Microsoft endpoints to register and activate the product successfully. See Office 365 URLs and IP Address Ranges and Server Endpoint URLs for correct firewall, proxy, and VPN configurations.
If the Office license cannot successfully activate, Office stays in trial mode for 30 days from the time the user launched any of the Office applications for the first time. The end user sees multiple notifications prior to the expiration date. Most features will be disabled after the trial period ends.
