Wynne,
 Thank you for alerting me to that point. I will do my best to ensure that the language in any citizens' petition meets that standard. My personal sense is that it would be best for such a petition to in fact include as part of the described agenda topic a specific resolution which the Council could then debate and vote on.

The other thing to keep in mind is that the same Brown Act requirements for the agenda would apply - "a brief general description " of every item of business to be transacted or discussed at the meeting.  " "A brief general description of an item generally need not exceed 20 words."  The Town's ordinance about calling a special meeting pre-dates the agenda requirement, but even in 1976, a special meeting notice had to identify the subject matter of the meeting.
