with the tk dialogs, you should be able to select a directory to use as your scratch directory. when you click 'save,' it should store that directory. you can then view all configuration options with the command 'ausys'.
however, i have not recently tested tk dialogs on all windows platforms with all pythons.
if this does not work, you can always set your scratch directory from the command line interface, providing a complete path to the directory:
pi{}ti{} :: apdir x /Volumes/xdisc/_scratch
user fpScratchDir directory set to /Volumes/xdisc/_scratch.
My mistake: buttons are "Open" (not "Save"...) and "Cancel".
