Major pom re-org in ATHENA

Acting on some feedback from Justin Beck as he tried to build ATHENA for the first time, I re-org'd all the pom information from the mother pom down to the sub-project poms. Most of the effort was to pull repository and plugin info up to the mother pom. Subordinate poms just deal with their own specific dependencies.

Please pull and re-build at your earliest convenience and report back to me asap if your build fails.

Also let me know if something doesn't line up right, like we have a dependency out of place. One of the joys of Maven is that you get six hundred pom files. It can be a chore to keep them all straight.

"mvn glassfish:run" has been officially retired.
