dimvals are not generated properly after ATG upgrade

Hi,

We recently upgraded ATG version to 11.3.2 having two endeca apps. One for US and another one for different country. During indexing dimvals are created only for US not for other country. It always takes default locale configured in DimensionDocumentSubmitter but does not work for second locale.

What could be the issue. Any configuration needs to be added as part of 11.3.2 or any jar issue?
