The
Aquino administration won the 2010 elections under the platform of
reforms and so far there have been
significant victories achieved, particularly in the budget, local
governance, peace and anti-corruption. However, given the fragility and
underdevelopment of institutions in the country, reforms would have
difficulty achieving their desired
ends of political transformation and social change and may
easily beoverturned without a political project that will set up the
needed institutional-legal backbone that will support such reforms and
that will provide a leadership beyond the 2016 elections that will usher
the gains forward.
The
Ateneo School of Government under its Political Democracy and Reforms
(PODER) program is back this year with the third round of Elections
Under Repair (EUR) Series with the theme “Sustaining Reform Gains Through Political and Electoral Reform.” EUR
3.0 will try to problematize the link of governance reforms and
elections and the critical role of reform in the Philippine electoral
system and the development of party politics in sustaining whatever
gains have been achieved by the current administration.
The first
EUR forum with the title “Reforms: What Have We Achieved and How Can it Be Sustained?” will
introduce the EUR series topic with a general stock-taking of the
reforms so far achieved in anti-corruption, local governance and peace
and will throw initial thoughts on how these reforms can be sustained
beyond 2016.
