Abstract:
In order to “future-proof” public good through Public-Private Partnerships (PPPs) and PPPs themselves, the PPP definition and concept must be broadened, and its building-blocks and foundational moorings identified and operationalized. Part of this exercise is to pursue PPPs, not just on its technical, legal and financial dimensions, but moreso as a public good-driven, reform, development, democratization, transformation, adaptive, value-laden, ethical and change strategy which requires purposive innovation, holistic and transformational leadership, organizational change, and the institutionalization of a learning ecology.
Integral to this strategy is the re-orientation of PPP whereby the proposed “P3-7654321” framework becomes the core of the PPP program. The framework embodies the seven (7) categories or classification of PPPs, the six (6) evils of PPPs which must be curbed, the five (5) pillars or anchors of PPPs, the four (4) PPP stakeholders, the three (3) core requirements, the inter-relation between two (2) L’s of holistic leadership in a learning ecology, and integration of future-proofing of PPP and Public Good through PPPs which results in a reframing of PPP or P3 into “Proofing Public Good through PPPs.” The appropriateness, completeness, relevance of the “P3-7654321” framework shall be ascertained, validated and tested through key informant interviews and analyzed applying qualitative techniques.

Alberto Agra is a Certified Public-Private Partnership Specialist, a status he obtained from the Institute for Public-Private Partnerships (IP3) based in Arlington, Virginia, U.S.A., and the Water, Engineering and Development Centre of Loughborough University, U.K. He is currently taking his PhD on Leadership Studies major in Public Management at the Ateneo School of Government.
