Nominating Eitan Yarmush as maintainer

I am sending this email to formally nominate Eitan (@EItanya) as a project level maintainer.  From the very beginning of the project he has been prolific in his PRs as well as his opinions and insights.  More recently I see a bunch of PRs that he has approved but doesn't have the authority to merge, and when I look at them I find no reason to disagree.

Part of being a successful project is trusting each other, and I think he has earned the trust.

As the first non-Google maintainer, we will have to figure out some mechanics, but I think it's overdue.

If you have objections, please feel free to ping me directly, otherwise I propose a lazy consensus period of 7 days.
