AURIS
AUSTRIAN RESEARCH INFORMATION SYSTEM

AURIS bietet im Internet Ueberblick ueber Oesterreichs universitaere
Forschung

Unter http://www.auris.ac.at praesentiert das neue Austrian Research
Information System (AURIS) im Internet die heimische universitaere
Forschung. Abrufbar sind dabei auch Kooperationspartner,
Veroeffentlichungen und die beteiligten Personen jedes Projekts. Die
Datenbank liegt auf einem Server der Technischen Universitaet Graz und
wird
monatlich von allen beteiligten Hochschulen aktualisiert. Der Zugang ist
kostenlos.

AURIS beschreibt sowohl in Deutsch als auch Englisch mehr als 15.000
laufende und abgeschlossene Forschungsprojekte im Detail. Gesucht werden
kann nach verschiedenen Kriterien. Aufgelistet werden auch alle
dazugehoerigen Veroeffentlichungen, insgesamt weit ueber 40.000.

Zielgruppen von AURIS sind die Scientific Community und die Industrie.
Geholfen werden soll bei der Suche nach Kooperationspartnern, Gutachtern
und Spezialisten. Aber auch die Oeffentlichkeit hat ueber AURIS die
Moeglichkeit, sich ueber die Forschung an oesterreichischen Unis zu
informieren. Die stark strukturierte Suchmaske ermoegliche sowohl globale
als auch sehr gezielte Abfragen, Volltextsuche in den Beschreibungen der
Forschungsaktivitaeten sowie die Suche nach ausgewaehlten Themenbereichen.
Das Suchergebnis fuehrt direkt an die betreffende Universitaet, an der die
beteiligten Personen kontaktiert werden koennen.

Federfuehrend war im Auftrag des BMWV die Arbeitsgemeinschaft fuer eine
oesterreichische Forschungsdokumentation unter der koordinierenden Leitung
von Dr. Bettina Schmeikal (WU Wien) und Dr. Franz Holzer (TU Graz)

* Germany - Stoiber will ARD-Strukturrreform erzwingen
(Reuters) Der bayerische Ministerpraesident Edmund Stoiber (CSU)
hat mit dem Ausstieg aus dem Finanzausgleich der
Rundfunkanstalten gedroht, um damit eine Strukturreform der ARD
zu erzwingen. Stoiber erklaerte am Mittwoch auf den Muenchener
Medientagen, es muessten Rundfunkanstalten geschaffen werden, die
aus eigener Kraft lebensfaehig seien. Dies muesse notfalls mit der
Kuendigung des Finanzausgleichs vorangetrieben werden. Stoiber
wandte sich ferner gegen eine Zentralisierung der
Medienaufsicht. Nicht hinnehmen werde er zudem, wenn sich die
Europaeische Union (EU) in der Medienpolitik immer mehr
Kompetenzen aneigne, die bei den Bundeslaendern laegen.

Convergence of telecommunications, media and information
technology sectors

* Germany - SPD will Medienkontrolle in Deutschland neu
gestalten (Newsroom DE) Offenbar Aufsichtsbehoerde nach
kanadischem Vorbild geplant. Die SPD will als Regierungspartei
die Kontrolle ueber Medien und Telekommunikation in Deutschland
neu gestalten. Dazu sollten Bund und Laender einen
"Kommunikationsrat" fuer Fernsehen und Telekommunikation bilden.
Im Gespraech ist demnach ein Modell, bei dem die 15
Landesmedienanstalten und die Kommission zur Ermittlung der
Konzentration im Medienbereich (KEK) zu einer
Bundesmedienanstalt als Bundesanstalt der Laender zusammengefasst
werden.

* UK - Internet cameras to guard school? (BBC) A headteacher's
plan to use the Internet to protect his school from intruders
has fallen foul of data protection regulations. John Mann, head
of Portsdown Primary School, Portsmouth, wanted to connect his
school's security cameras to a Website, so that he could monitor
the premises from home in the evening. But Portsmouth City
Council has advised Mr Mann that the scheme could be in breach
of an updated Data Protection Act, due to be implemented next
year.

* UK - Millennium bug hits home (BBC) Householders are being
warned to check for the "millennium bug" inside appliances in
their homes. The UK Government is sending out 15 million
information packs warning of the effects the bug could have on
equipment used in the home every day. Four of the pack's eight
pages are devoted to computers - the most advanced piece of
technology in the home.

* USA - A watershed day for high-tech policy (Inter@ctive Week)
A last-minute avalanche of deal-cutting and arm twisting
Thursday produced a watershed day for high-tech policy. Multiple
high-tech bills that had languished for months were given a
near-certain seal of approval when they were tacked onto the
larger budgetary deal brokered by Congressional and
administration leaders. In quick succession today, the White
House and law makers signed off on a $500 billion budget deal
that included bills to:
Double the number of temporary visas granted high-tech workers.
Restrict children's access to online pornography.
Place a time-out on further taxation of the Internet.
Require the federal government to post all its forms to the
Internet, as well as accept electronic, online signatures in
lieu of the old-fashioned pen-and-paper kind.

Australian) Internet service providers may face liability for
child pornography and other illegal online content after a
series of top-level meetings on Net regulation in Australia.

* USA - Child Protection and Sexual Predator Punishment Act
(CNET News.com) The

stiff penalties for using the Net to sexually solicit minors or
knowingly send "obscene" material to a person under 16.
Violators could get up to five and ten years in prison,
respectively, for the offenses. The bill also sticks Net access
providers with new liabilities for failing to report child
pornography once they are made aware of the illegal material.
ISPs could be fined up to $50,000 the first time they fail to
report the activity and up to $100,000 for each subsequent time
they don't contact law enforcement authorities. It also provides
an exemption that will make ISPs immune to prosecution should
they wrongly release information. ISPs, for their part, do not
like being put in the position of being forced to police their
members, and the act is criticised by civil liberties bodies for

* USA - Mother cannot sue AOL over porn peddled by member,
appeals court rules (Associated Press) A Florida State appeals
court ruled that a mother cannot sue America Online because one
of its customers peddled a pornographic video of her 11-year-old
son in an AOL chat room. Federal law protects online services
from being held liable for the messages transmitted by their
members. However, the appeals panel asked the Florida Supreme
Court to review the case and determine whether the law should
apply to activity that took place prior to 1996, when the
federal Communications Decency Act was enacted, if the federal
law pre-empts state law and if an online service should be held
responsible if it knows the customer is posting defamatory
messages.

Electric ) The U.S. Supreme Court heard arguments in a dispute
over whether the U.S. Federal Communications Commission or state
utility regulatory boards have authority under the
Telecommunications Act of 1996 to write rules governing
competition in the local telephone market. Long-distance

* Digital TV Seen As Home Multimedia Server (EE Times) The
digital TV will not be another PC-like Internet box, but rather
a home multimedia server, judging by the prototypes on display
at the recent Japan Electronics Show. Both JVC and Matsushita
showed off TVs at the show that incorporate HDDs and act as
central systems for audio, video, and data. JVC's prototype
features 1 gigabyte of storage capacity; Matsushita showed a
large-screen TV with a whopping 12.5-GB HDD.

|net) Estimates of the amount of business that will be done on
the Internet have been very conservative claims John Chambers,
chief executive of Cisco, who believes that by 2002 ecommerce

became the latest Internet service provider to move away from
unlimited pricing plans and put a cap on usage of its GTE.net
service. Under the new plan, customers will be limited to 100
hours of online time a month for $19.95. After the 100-hour cap

* T-Online waechst weiter rasant (Reuters) Der Online-Dienst T-
Online der Deutsche Telekom AG gewinnt weitermit hohem Tempo
neue Kunden. Telekom-Vorstandsmitglied Detlev Buchal sagte am
Montag auf der Fachmesse Systems in Muenchen, T-Online werde in
wenigen Tagen den 2,5millionsten T-Online-Kunden begruessen
koennen. Dabei sei der Sprung von 2 auf 2,5 Millionen Kunden in
der Rekordzeit von nur acht Monaten erreicht worden. Ende des
Jahres 1997 lag T-Online noch bei rund 1,90 Millionen Kunden.

* Time Inc. Exec Says Print Will Survive Internet (Reuters) The
president of Time Inc. New Media said that she did not expect
the Internet to kill off the printed word, although rivalry
between media is fiercer than ever. Linda McCutcheon told
German media officials at the Munich Media Conference that
survey data showed that time that consumers spend in front of
the computer meant time spent away from primarily other
electronic media. In the United States, 18 percent said they
read fewer magazines due to time spent on the Internet, 18
percent said they spent less time reading books, 11 percent read
fewer newspapers and 78 percent watch less television due to
time spent online.

* New Netscape Ships (Wired) Netscape Monday released
Communicator 4.5, the latest version of its browser software.
The program incorporates the company's Smart Browsing option,
which opens Web sites based on simple keywords that users enter
in the URL field. Another new related option, Internet Keywords,
uses a database housed at Netscape to point users directly to
content related to the keywords. For example, a user typing
'Kenneth Starr' would be led straight to the Starr Report.
Another feature called "Net Watch" will allow parents to mark
certain sites off limits to their children.

* IE can treat Internet sites as if they were on intranet
(MSNBC) Posters on a Danish newsgroup have discovered a new
security hole in Microsoft Internet Explorer. Microsoft has
confirmed the potential security breach, dubbed the "Look Ma, No
Dots" bug. The problem for Internet Explorer 4 comes from the
fact that Microsoft_s browser assumes that any address not
containing dots is an intranet address, and applies security
accordingly.

* Battle brews for Internet-linked mobile phones (Reuters) A
global battle in the mobile phone market loomed Friday as
Swedish telecoms equipment maker Ericsson said it would
retaliate if U.S. high-tech company Qualcomm Inc did not license
key technologies to European rivals. The European Union has been
promoting efforts to set up a common standard for the new
products that would mimic the success of Europe's existing GSM
mobile phone standard. This new standard, the wide band W-CDMA,
draws heavily on a technology pioneered by Qualcomm known as
CDMA (Code Division Multiple Access), but Qualcomm says it would
not be compatible with the competing standard that it supports-
CDMA 2000.

the last six months the number of people with Internet access in
Germany has increased by one third and the German consultancy
firm, GfK, estimates that there are now over 12 million Germans
online. NOP Research estimated that there were over 7 million

* UK Survey: Do you know where your kids are online? (Reuters)
British parents are largely unaware of what their pre-teen and
teenaged offspring are doing when they access the Internet but
the children themselves enjoy the risks of the unregulated
medium, new market research shows. One in 13 children aged 11 to
13 and one in 10 aged 14 to 16 told market researchers NOP
Family in a survey earlier this year that they regularly used
the Internet at home. The main uses were for games, homework and
making friends. In a followup survey last month called "Kids
.net", NOP found that many children over 11 claimed to have
accessed pornography on the global computer network. Some spoke
of being bothered by adult men when talking in chat rooms.

Anlaesslich der Europaeischen Telearbeitswoche 1998 veranstaltet die
Forschungsgesellschaft fuer Informatik (FGI) im Auftrag des
Bundesministeriums fuer Land- und Forstwirtschaft (BMLF) obige
Fachtagung.
Bundesminister Wilhelm Molterer wird ein ausfuehrliches
Eroeffnungsstatement abgeben

Telearbeit, eine Arbeitsform bei der ein Arbeitnehmer nicht in den
Raeumlichkeiten des Arbeitgebers, sondern zu Hause oder in einem
Telezentrum in seiner naeheren Umgebung arbeitet, kann fuer den
laendlichen Raum bedeutende Impulse bringen.
Es eroeffnet sich die Moeglichkeit fuer Landwirte, einem Nebenerwerb
nachzugehen ohne lange Anfahrtswege in Kauf nehmen zu muessen.
Ausserdem wird diese Arbeitsform auch auf die Erwerbstrukur der
Nichtlandwirte im laendlichen Raum beachtliche Auswirkungen haben.
Es wird erwartet, dass neue und qualitativ hoeherwertige
Erwebsmoeglichkeiten entstehen werden.

CLOSER TO THE CITIZENS

Conference of the WG 5 ("Public Administration")
of the Information Society Forum / ISF

Objectives of the conference:

The European Union is currently planning enlargement and structural
reform (Agenda 2000). This is reflected internally in intensified
discussion on the relationship between the people of Europe and the
administration of European affairs. In the programme of the
EU-presidency in the second half of 1998 the government of Austria
claims to focus - among other major targets - also on "bringing Europe
closer to the citizens". This is in accordance with the results of the
last European Council, which took place in Cardiff under the British
presidency (June 98):

"The Austrian Presidency will work to promote relevance to the citizen
and democratic legitimacy and will continue the discussion of these
issues which was started at the European Council in Cardiff. As a first
step, the President of the European Council will convene an informal
meeting of Heads of States and Governments to intensify discussions in
this connection and prepare the debate on the future of Europe at the
European Council meeting in Vienna. In all its activities the Presidency
will endeavour to work in close cooperation with the European Parliament
and pay special attention to the regional dimension of the integration
process."

The Information Society Forum's conference will support integration and
increasing identification of citizens with administration on national
and European levels by identifying new and effective ways of ICT
(information and communication technologies) implementation in public
administration. The conference will study best practice cases from a
variety of EU Member States and administrations on different levels,
suggest improvements concerning the use of ICT on behalf of the citizens
in critical areas, particularly in health services, education, culture,
and transport. Results of the conference will foster better networking
between well informed high level civil servants in the member states of
the EU, developing appropriate approaches to meet challenges the
Information Society holds out for public administrations. The conference
shall discuss and adopt a "Vienna Declaration to bring administration
closer to the citizens" which will be prepared and proposed on the basis
of professional expertise and scientific research conducted prior to the
conference. This declaration will provide a tool for the practical
fulfillment of conclusions the European Council may draw from political
discussions regarding the aim of bringing European adminsitration closer
to the citizens.


Profile of participants:

The conference will be attended by invited concillors and executive
level civil servants identified by the following profile:
* Administrative bodies from major cities (municipalities), regions,
provincial governments, national governments, European Commission or
European Parliament
* Prioritized sectors of competence are health services, education,
culture, transport, and department responsibles for the implementation
of information and communication technologies
* Executives experienced in running pilot projects or other measures for
the deployment of ICT in order to improve public services to their
clients
There will be free admittance to the conference for up to 10
representatives of public administrations per member state (about five
on average). However, travel costs and subsistance can not be granted by
the ISF and need to be born by their relevant administration.

Das Internet bestimmt zunehmend den Informationsalltag auch von
Juristen und Juristinnen. Es wirkt sich zwar tendentiell gegen die
Hierarchien aus, welche im juristischen Milieu oft zu finden sind, doch
schafft es neue Kommunikationswege. Der Satz "Neue Methoden -
neue Eliten" gilt auch fuer den Einsatz der elektronischen Medien.
Die traditionellen Rechtsdatenbanken und Rechtsinformationssysteme,
die sich der Pull-Technik bedienen (die Informationen muss sich der
aktive User herunterholen, was fuer ihn Aufwand bedeutet), werden
tendentiell durch Push-Techniken (die Informationen werden den
passiven Usern nach Interessensprofilen zugesandt) ueberlagert
und abgeloest. Solange jedoch die Fragen der elektronischen Signatur
(sowie und der Kryptographie) noch nicht geloest sind, die teils
Voraussetzung fuer die elektronischen Bezahlung sind, wird der
elektronische Handel nicht voll einsetzen. Das Internet bietet
auch ueber die Homepage neue Wege der elektronischen
Selbstdarstellung von Personen und Institutionen, und ueber die Links
neue Optionen der Sozialisation und Solidarisierung. Scheinbar
dem Chaos verwandt, eroeffnet das Internet unerwartete Moeglichkeiten
und Probleme fuer die juristischen Berufe.

Im Rahmen der Diskussionsabende des Juristenverbandes,
Club Allgemeiner Juristen, findet am Montag, den 16. November 1998,
im Restaurant "Alter Rathauskeller", Wien 1., Wipplingerstrasse 8, ein
Roundtable zum Thema "INTERNET" statt. An die Kurzreferate
(etwa 5 bis 10 Minuten) schliesst eine Diskussion an.

There is a trend towards recognising a general principle of public
access to documents held by public authorities, both in national
and in Community law. Once such a fundamental principle of
Community law is established, the exceptions to public access to
documents laid down in the internal rules of the institutions must
not be construed or interpreted in a manner which will render it
impossible to attain the objective of openness. To this effect, and in
the light of the increasing - but still marginal - judicial review of
the
institutions refusals of access to documents, the European
Ombudsman's inquires into public access to documents and his
decisions on individual complaints of maladministration have
provided an efficient and cost-effective recourse for European
citizens. However, the entry into force of the Amsterdam Treaty
and the subsequent adoption of secondary legislation is unlikely to
resolve all the inadequacies of the current public access regime in
Community law. This calls for a uniform interpretation of the law on
public access to documents in the Community legal order.

Information Society Trends

EUROPE

Trends: The development of infrastructures triggered by
liberalisation is gaining momentum, in particular with the project of
a new comer, Global Crossing. Competition is also heating up in the
on-line book selling market with an alliance between Bertelsmann and
Barnes & Noble. News in the fixed-line market include the retreat of
Bouygues in France and the entry of ONO in Spain. At regulatory
level, the Commission cleared the acquisition of PolyGram by Seagram
and adopted a draft Directive on the distance selling of financial
services.

INFRASTRUCTURE

Global Crossing, a US company specialised in laying fibre-optic
cables in the Atlantic and Pacific oceans, has said that it would
invest 640 million Ecu in developing, by the end of 1999, a
high-capacity network linking up 18 European cities to the USA, Asia
and Latin America. It would then lease capacity to telecoms
operators.

The French and German incumbent operators France Telecom and Deutsche
Telekom said they would jointly develop a state-of-the-art telecoms
network linking Europe's main financial centres to offer corporate
communication services. This would include 40 cities in 16 countries.
The new network, to become fully operational by the year 2000, would
be based upon the upgrading and interconnection of the existing
networks of the two partners, and would build upon their Europe-wide
assets.

MULTIMEDIA SERVICES AND PRODUCTS

The German media giant Bertelsmann said it has agreed to spend $200
million for a 50% stake in Barnes & Noble.com, the on-line bookstore
of the largest US book retailer, Barnes & Noble. The two partners
intend to invest an additional $100 million each in the joint
venture. The move is aimed at striking back at Amazon.com, a US
start-up which pioneered on-line book selling and has imposed itself
as the world's leader. In parallel, Bertelsmann said it would launch
in November its own European on-line bookstore, Books Online (BOL).
BOL would initially target the German, UK, French, Spanish and
Benelux markets. Barnes & Noble.com would of course build upon BOL to
sell foreign language books in the USA. In what could be a response
to the new alliance as well as a reflection of its overseas success,
Amazon.com unveiled plans to open new Web sites targeting the UK and
German on-line book selling markets.

MARKET AND COMPANIES

The incumbent German telecoms operator Deutsche Telekom said it has
decided to spin-off its cable-TV business in January 1999 and divide
into regional units. Stakes in the regional units would be sold to
cable-TV operators and other companies.

In a move to step out of the fixed-line telecoms business, the
private French telecoms operator Bouygues Telecom announced that it
intends to transfer control over its subsidiary 9 Telecom to its
Italian partner Telecom Italia. In practice, Bouygues would reduce
its stake in 9 Telecom from 51% down to 10% to 20% in favour of the
incumbent Italian telecoms operator. Another partner in 9 Telecom is
Germany's Veba.

ONO, a Spanish telecoms operator controlled by the Spanish cable-TV
operator Cableuropa, said it has started offering fixed-line services
in Valencia, thus becoming the first company to rival the incumbent
operator Telefonica in the local loop. Further competition is
expected to come from Retevision, which is 60%-owned by the Italian
national telecoms operator STET alongside the Spanish electricity
utilities Endesa and Union Fenosa. ONO is also the first Spanish
company to offer an integrated package of cable TV, telephone and
Internet access services. It intends to further expand its service
offer in the mobile sector through Lince, a consortium led by the
French incumbent telecoms operator France Telecom with a 69% stake
alongside the Spanish holding company Editel with 30%. Cableuropa
owns 1% of Lince.

The Belgian national railway company SNCB said it plans to start
offering corporate telecoms services in 1999 based on its private
telecoms network. The move would step up competition in the Belgian
corporate markets, which is currently dominated by the incumbent
operator Belgacom and its main competitor Mobistar.

NetCom Systems, Sweden's second-largest telecoms group, said it has
agreed to spend 50 million Ecu on buying a 48% stake in the Estonian
mobile operator Ritabell.

LEGISLATION AND POLICIES

The European Commission has cleared the acquisition by the Canadian
beverage and media group Seagram of PolyGram, a world leading music
group owned 75% by the Dutch electronics giant Philips. Although both
groups have overlapping activities in music and movies, the
Commission said the venture does not raise serious doubts as to its
compatibility with the Internal Market. While Seagram will integrate
PolyGram's music business into its entertainment arm Universal
Studios, it intends to dispose of PolyGram's movie arm, PolyGram
Filmed Entertainment (PFE). The Commission therefore noted that it
would assess PFE's sell-off on the basis of the buyer's identity.

The European Commission has cleared WSI Webseek Inforservice, a
German Internet joint venture aimed at providing free search and
navigation services for German-language Internauts. The joint venture
will be owned 25% by each of the four parent companies: DeTeOnline,
the on-line unit of the German incumbent operator Deutsche Telekom,
the German publishers Axel Springer and Georg von Hotzbrinck, and
Infoseek, a US group specialised in Internet navigational tools.

The European Commission has adopted a draft Directive aimed at
establishing a clear regulatory framework for the marketing of
financial services at a distance within the Internal Market. The
Directive would ensure a high-level of protection for consumers of
financial services such as insurance, banking and investment services
marketed by mail, phone or electronic means such as the Internet. By
encouraging consumer confidence and providing financial service
suppliers with legal transparency, the proposal should support the
development of innovative forms of trade in financial services.

The Polish government has said it would sell-off an initial 20% to
25% of the national telecoms operator TPSA in late October-early
November 1998. A further 15% would go to company employees at a later
stage.

SOCIAL, SOCIETAL AND CULTURAL

Since September, the incumbent Spanish telecoms operator Telefonica
has been faced by two Internet users strikes to protest against high
local tariffs charged by the operator.

NORTH AMERICA

Trends: Infrastructure news are topped by Angel Technologies, which
has demonstrated that the Internet in the sky doesn't need to rely on
satellites but can also be airborne. At market level, the spotlight
is on the partial dismantling of Stentor and on Tellabs' decision to
drop plans to buy Ciena. At regulatory level, core news are the
extension of NSI's contract with the US government, final clearance
of the WorldCom- MCI merger and a new setback for Baby Bells trying
to enter the long-distance market

INFRASTRUCTURE

Angel Technologies, a US company founded in 1996, has announced a
successful real-life condition demonstration of its HALO broadband
wireless network, featuring a transmission speed of 52 megabit per
second. The High-Altitude Long-Operation (HALO) network is a new
concept developed by Angel. It would provide high-speed
communications services based on HALO aircrafts circling the sky
above commercial airline traffic. The airborne communication
equipment is being developed by the US commercial and defence
electronics group Raytheon Company. Angel says the HALO network would
offer a cheap alternative to the costly deployment of high-speed
terrestrial networks for the supply of high-quality multimedia
services in metropolitan areas. Residential and corporate customers
would be equipped with small receiving antennas. Angel says the
concept should be particularly appealing to developing nations.

MARKET AND COMPANIES

The US network equipment maker Tellabs said it has decided to abandon
plans to purchase its US counterpart Ciena in a stock swap valued at
$6.9 billion because shareholders approval of the venture was
unlikely.

Partners in Stentor, a consortium formed in the early 90s by 11
Canadian regional telecoms operators to face competition in the
long-distance sector, said they have agreed to loosen their alliance
because they need greater flexibility to adapt to Canada's rapidly
changing telecoms market. As of January 1999, the 11 partners would
regain control over product, services and technology development,
regulatory affairs management and national sales support.
Furthermore, the restructuring, which amounts to a partial
dismantling of Stentor, would do away with the understanding that the
11 partners do not compete in each other's market. Stentor would
continue to operate and manage Canada's national network comprised of
the regional networks of the 11 members.

The French telecoms equipment giant Alcatel said it has agreed to
spend $315 million on purchasing Packet Engines, a US manufacturer of
high-performance routers and Gigabit Ethernet solutions. The move is
aimed at reinforcing Alcatel's strategy to enter the rapidly
expanding high-speed data communications market, thus mending the gap
with fast-growing networking companies such as Cisco Systems, 3Com or
Ascend. It follows the purchase worth $4.4 billion in mid-1998 of the
US network equipment manufacturer DSC Communications. Other leading
equipment manufacturers such as Lucent Technologies and Northern
Telecom (Nortel) are following a similar approach.

LEGISLATION AND POLICIES

The US Department of Commerce's (DoC) National Telecoms and
Information Administration (NTIA) said it has agreed to extend by two
years the monopoly of the US company Network Solutions (NSI) over the
attribution and management of addresses regarding the Internet's most
popular domain names, namely ".com", ".org", ".net" and ".edu". In
parallel, the NTIA and NSI have agreed to a implement a phased
transition towards a shared registration to be fully into place by 1
June 1999. Last June, the DoC released a policy statement on the
Internet Domain Name System (DNS) which advocated the privatisation
of the DNS in a way that would allow for the development of
competition and facilitate global participation in the management of
Internet names and addresses.

The US Federal Communications Commission (FCC) said it has decided to
block the business agreements by which the US regional telecoms
operators (or Baby Bells) US West and Ameritech agreed to provide the
long-distance services of America's Qwest Communications as part of
their local services offer. The agreement was seen as a way to bypass
the FCC's ban on Baby Bells offering long-distance as long as their
home markets are insufficiently open to competition.

Separately, the FCC also rejected the second application by
BellSouth, another Baby Bell, to enter the long-distance market in
Louisiana. On this occasion, the FCC provided a detailed blueprint
which should help Baby Bells complying with the market-opening
measures outlined by the US Congress as a prerequisite for providing
long-distance services to their local customers. The FCC concluded in
particular that competition from broadband Personal Communications
Services (PCS) providers could form the basis for a successful
application. So far, no Baby Bell has been entitled by the FCC to
enter the long-distance market in its home region.

The US Federal Communications Commission (FCC) has given its green
light to the $47 billion worth purchase by WorldCom, the
fourth-largest US long-distance operator, of its counterpart MCI, the
nation's second-largest long-distance company. The decision removed
the last regulatory hurdle to the completion of the merger.

ASIA AND PACIFIC

Trends: Competition is heating up for NTT, both in the telecoms
market, with plans by Global One to soon launch Type I services, and
in the data communications market, where it is about to face joint
competition from Sony, Toyota and IIJ. Meanwhile, high- speed
Internet access over cable-TV networks is gaining additional momentum
in Japan. As for BT, it is further expanding its presence in the
Asia-Pacific region.

MULTIMEDIA SERVICES AND PRODUCTS

Two new initiatives to provide high-speed Internet access services
over cable-TV networks in Japan have been unveiled respectively by
the cable-TV operator Titus Communications and the Internet access
provider J-Com Internet.

MARKET AND COMPANIES

Three Japanese companies, the Internet service provider Internet
Initiative Japan (IIJ), the car giant Toyota and the electronics
giant Sony, said they intend to set up Japan's first company
specialised in corporate data communications services. The joint
venture, which would become operational in April 1999, would charges
prices about one- third of those charged by the incumbent telecoms
operator Nippon Telegraph and Telephone (NTT). The venture, to be
owned 40% by Internet Initiative and 30% each by Toyota and Sony,
would lease capacity from the Japanese long-distance operator Teleway
Japan, a subsidiary of Toyota. Teleway is to fully merge with the
Japanese overseas telecoms operator Kokusai Denshin Denwa (KDD) by
December 1998.

The leading UK telecoms operator BT said it has agreed to spend
around 160 million Ecu for a 23.5% stake in the South Korean mobile
operator LG telecom (LGT). This follows the purchase worth 170
million Ecu of a 33% stake in the Malaysian fixed-line and mobile
operator Binariang. BT is thus consolidating its presence in the
Asia-Pacific region, which already includes strategic partnerships in
Japan with BT-NIS, Singapore with StarHub, India with Bharti and New
Zealand with Clear Communications. BT's expansion strategy is clearly
benefiting from the Asian crisis, which has driven down the price of
corporate assets in the region.

Global One, a global telecoms joint venture set up by the French,
German and US telecoms groups France Telecom, Deutsche Telekom and
Sprint, said it would start offering "Type I" telecoms services in
Japan using its own network. Type I licenses gives operators the
privileges of a public operator, including the right to build their
own network. Global One would become the third foreign operator to
offer Type I services in Japan after America's MCI WorldCom and
Britain's BT.

MIDDLE-EAST

MARKET AND COMPANIES

The US telecoms equipment manufacturer ADC Telecoms said it has
agreed to spend 180 million Ecu on buying the Israeli networking
equipment company Teledata Communication. The move amplifies the
current wave of acquisition of small high-tech Israeli companies,
mainly by US groups. Recent take-overs include the purchase for 100
million Ecu by the US telecoms equipment giant Lucent Technologies of
another networking company, LanNet, and the acquisition for 248
million Ecu by America OnLine (AOL), the world's leading commercial
on-line service, of the Internet start-up Mirabilis, which produces
the popular ICQ ("I seek you") software.

WORLDWIDE

LEGISLATION AND POLICIES

According to the Organisation for Economic Co-operation and
Development (OECD), elements of a shared vision for global electronic
commerce emerged from the Ministerial Conference on electronic
commerce held in Ottawa on 7-9 October. The meeting, which was also
attended by representatives of other international organisations,
businesses, as well as labour, consumer and public interest groups,
agreed that national regulatory frameworks and safeguards may need to
be adjusted to help ensuring continued confidence in the digital
marketplace. Ministers from the OECD's 29 member countries adopted
three Declarations, respectively on the protection of privacy, the
protection of consumers, and authentication. They also agreed on a
programme of future work in the areas of taxation, privacy, consumer
protection, authentication, access to infrastructure and the
socio-economic impact of electronic commerce.

* Standard may speed ADSL adoption (MSNBC) A high-speed standard
for accessing the Internet over today_s copper telephone lines
passed a critical test Thursday when the International
Telecommunications Union gave it the technical thumbs up. The
soon-to-be standard, called G.Lite, simplifies installing
necessary hardware and connecting to the Internet via a
technology known as asymmetric digital subscriber line, or ADSL.

excluding Japan, according to a new study. China's user

Internet user base in the region, surpassing Australia, which is

Spaniards, 6.6 percent of the population, have Internet access,

predicts that the number will rise to 8.74 million by 2001. The
study found that the typical Internet user in Spain is male, 78

week to AdTech, a conference of the Internet advertising

* Bertelsmann Unveils IP Telephony (IDG) Media giant Bertelsmann
Tuesday launched its long-awaited Internet telephony service for
the German market. It is offering a telephone service over ISDN
lines, where consumers are charged on a call-by-call basis, and
is also beta-testing a multimedia messaging service that sends
different forms of data via the Internet. But the big price
advantages that usually come with voice-over-IP will only come
if there are regulatory changes in Germany, due to the high

ERRATUM: BUNDESGESETZBLAETTER AB 1983 IM RIS - INTERNET

Die Meldung im Rundschreiben vom 6. November 1998 bezog sich auf einen
Testbetrieb, der nunmehr wieder eingestellt wurde. Bis auf weiteres ist
die RIS-Applikation betreffend die chronologische Bundesnormendatenbank
im Intranet verfuegbar, nicht aber im Internet.
