Jointly organised by IFIP WG 8.5 (Information Systems in Public
Administration)
and the Department of Public Law, Center for Computers and Law,
Universidad de Zaragoza
IFIP Working Groups 8.5 (Information Systems in Public Administration)
invites you to contribute to its activities by submitting papers for
presentation
at the working conference, which will be held at the Department of
Public Law, Center for Computers and Law, Universidad de Zaragoza. .
Global Networks are increasingly evolving and lead to new forms of
Government configurations and of organisation of public services. The
development of security measures and the regulation of the digital
signatures
have made these advances possible. However, in order to make good use
of the opportunities offered by the new Global Information Infrastructure
(GII),
a secure and trustworthy environment is needed, which also takes into
account social and legal values.
The working conference will focus on legal, social, technical and
organisational aspects of information infrastructures and of new
applications
particularly in the area of Public Administration.
Invited topics include, but are not limited to the following:

Access of the citizens to the Public Administration
Elections by Internet
Electronic publication of the norms
Work flow in the Public Administration
Administration of Justice and Telematics
Beyond reengineering
New services infrastructures
Jurisdiction and enforcement of judgements in civil and commercial matters

Legal aspects (such as data protection, confidentiality and copyright)
We especially welcome the submission of general papers discussing these
topics or application-oriented papers focusing on problems and possible
solutions
for the application area of Public Administration and other Governmental
areas.
Authors are requested to submit either an extended abstract (4-5 pages) or
a full paper (up to 15 pages). Each paper must have an abstract and a list
of keywords. Papers or extended abstracts must be written and presented
in English and should be sent to:

* Group approves controversial software law (InfoWorld Electric)
In a blow to both big corporate software consumers and those who
buy their software in retail stores, a group that works to unify
state laws this week passed the Uniform Computer Information
Transactions Act (UCITA) legislation, which is widely opposed by
software consumer advocates, software developers, and IT
organizations. The legislation will theoretically allow software
vendors to repossess software by disabling it remotely, and to
disclaim warranties. It will also prevent the transfer of
software licenses from one party to another without vendor

Interception
* U.S. backs off private monitoring (ZDNN) With criticism
rolling in from all quarters, U.S. government officials backed
away from a controversial plan to monitor private-sector
networks for hacking activity. The proposed Federal Intrusion
Detection Network (FIDNET) proposes to monitor critical systems
for security breaches arose out of concerns about the growing
vulnerability of government computer networks and sensitive
private-sector networks to hackers. But a spokesman denied that

Dokumentationsarbeit. Wie man diese Personen entlastet und Manuals
professionell erstellt, erfahren Sie in diesem Lehrgang.
b) Und jedes EU-Projekt erfordert ein Uebermass an Dokumentation. Dabei
muessen professionelle Methoden und Programme eingesetzt werden.

Vom 17. - 19. September oeffnet die Interweb 99, die internationale Messe
rund ums Internet, die Pforten des Palais Auersperg.
Provider wie Telekabel oder UTA, kreative Web-Designer, Soft-
und Hardwareanbieter sowie Web-Dienstleister bieten einen
Ueberblick ueber den aktuellen Stand und die zukuenftige Entwicklung
des Internet. Die aktuelle Ausstellerliste finden Sie unter www.interweb.at
Veranstalter der Interweb 99 ist die Wiener Werbeagentur Nuts Creativ,
die aufgrund ihrer Kundenstruktur - vorwiegend High-Tech-Unternehmen -
selbst immer auf der Suche nach neuen Technologien ist. Ca. 2 Millionen
Oesterreicher nutzen das Internet - und es werden taeglich mehr. Millionen
Websites, die virtuellen Visitenkarten, ueberschwemmen das Netz.
Netzspezialisten schiessen wie Pilze aus dem Boden - sind aber
schwierig zu vergleichen. Was bietet sich besser an als eine Messe?
Da in Oesterreich bislang keine relevante Plattform gefunden werden konnte,
entschloss sich Nuts Creativ zur Durchfuehrung der Interweb 99. Als Partner
konnten die Veranstalter das oesterreichische Internetmagazin Mail, den
Provider Inode und den groessten heimischen Online-Hotelbuchungsanbieter
Nethotels gewinnen. Inode sorgt waehrend der Veranstaltung nicht nur fuer
die komplette Vernetzung des Palais Auersperg sondern wird die Aufgaben
eines Providers live demonstrieren. Die Messe ist direkt an das Internet
angebunden und kann via RealVideo weltweit "virtuell" besucht werden.
Fuer die Aussteller wird im "Alten Restaurant" des renovierten Palais ein
Diskussionsforum eingerichtet. Themen wie "Was zeichnet die Qualitaet
eines Providers aus?" oder "Online mit dem eigenen Webshop in weniger
als 30 Minuten" werden dort besprochen, Fragen beantwortet. Besucher
koennen sich aktiv an der Diskussion beteiligen.

ROUNDTABLE: TOLERANZ
Die Toleranz gehoert zu den Lehrbegriffen, die von manchen - wie
auch bei dem Begriff der Gerechtigkeit - als Leerbegriffe angesprochen
werden. Und doch merkt man erst bei der Negation, also bei
Intoleranz und Ungerechtigkeit, wie wichtig diese Begriffe sind und wie
schwer ihre Negationen sich auswirken. Eine Frage ist, ob Toleranz
absolut zu verstehen ist oder nur relativ, also Ertragen der Abweichungen
in einem bestimmten Rahmen. Die Toleranz scheint in der Innenwelt
grundgelegt zu sein, also im Aktzeptieren der Anderen und auch im
Akzeptieren des eigenen Selbst. Denn wer sich nicht selbst annimmt,
vermag es langfristig kaum gegenueber den Anderen zu tun.
Moeglicherweise haengt Toleranz mit einer Balance zwischen
Egoismus und Altruismus zusammen, die aber wechselseitig
zu definieren sind. Toleranz gehoert zu den Begriffen, die oft in
einem symbolischen Sprachgebrauch missbraucht werden: Indem
sie durch das Sprechen lediglich zu Symbolen gemacht werden,
scheint sich ihre Anwendung zu eruebrigen. Genau das aber soll
nicht geschehen. Es geht daher auch darum, die Toleranz von
den symbolischen Metaebenen der Theorie auf die
Anwendungsebene der Praxis herabzuholen.
Im Rahmen der Diskussionsabende des Juristenverbandes,
Club Allgemeiner Juristen, findet am Montag, den 20. September 1999,
von 19.30 - 21.30 Uhr, im Restaurant "Alter Rathauskeller", Wien 1.,
Wipplingerstrasse 8, ein Roundtable zum Thema "TOLERANZ" statt.
An die Kurzreferate (etwa 5 bis 10 Minuten) schliesst eine Diskussion an.

Der europaeische Buerger und elektronische Informationen:
das Gedaechtnis der Informationsgesellschaft
Im Anschluss an die Publikation "Die Archive in der Europaeischen Union.
Bericht der Sachverstaendigengruppe ueber Fragen der Koordinierung
im Archivwesen" (Bruessel 1994) und infolge des Ratsbeschlusses vom
17. Juni 1994 ueber die Kooperation auf dem Gebiet des Archivwesens hat
sich das DLM-Forum (DLM = Donnees Lisibles par Machines) etabliert.
Hauptaufgabe dieses DLM-Forum ist
1. die interdisziplinaere Zusammenarbeit zwischen Herstellern
(industrielle Anbieter), datenerzeugenden Stellen (oeffentliche Verwaltung)
und Archiven bezueglich a) Organisierung/Verwaltung/Steuerung
von Informationsfluessen, b) Lagerung sowie physische und informationelle
Konservierung (Langzeitarchivierung) und c) Zugaenglichmachung von
elektronischen Unterlagen,
2. die Herausgabe von Richtlinien (Empfehlungen) zur Handhabung
elektronischer Unterlagen.
Nach der ersten Konferenz im Dezember 1996 findet nunmehr die zweite
DLM-Konferenz statt. Das Forum - organisiert in enger Zusammenarbeit mit
den Mitgliedstaaten und den Regionen der EU - zielt darauf, den direkten
Zugang des Buergers zu elektronischer Information zu verbessern und
Strategien
der Langzeitarchivierung von elektronischen Unterlagen auszuarbeiten. Es
wird
auf praktische Loesungen ausgerichtet sein und soll untersuchen, wie man der
Industrie europaweit neue Impulse in DLM-Schwerpunktbereichen verleihen
kann.

Neue Wohnrechtsgesetze (Wohnrechtsnovelle 1999) online
Wir bieten online in der Rubrik "AutLaw Wohnrecht"
u.a. die aktuellsten Versionen der wichtigsten Wohnrechtsgesetze
(Stand 1.9.1999 !!!) auf
an.
Ausserdem dort: der iMeX! (dieses ausgezeichtnete Online-Experten-System
zur Bestimmung von Mietdauer und Mietart(frei, angemessen, Richtwert)).

P.S. Wir haben auf gesetze.at eine Oberflaeche fuer das Navigieren in
Gesetzestexten
entwickelt mit intelligenten Tools, die uns die Administration im
Falle von Aenderungen relativ leicht ermoeglicht (wir bekommen keinen
Groschen fuer diese Aktivitaet und muessen daher die eigenen Personalkosten
miniminimieren). Wir werden im Laufe der naechsten Tage das Angebot noch
dahingehend erweitern, dass auch alte und kuenftige Versionen (z.B.
Aenderung ^U 13a MRG erst ab 1.1.2000) eingesehen werden koennen.
Die Umstellung heute 0.00 war uebrigens seit Tagen vorbereitet und
erfolgte dann voellig automatisch.
zum Inhalt von gesetze.at: uns geht es um die Entwicklung einer
sinnvollen und ansprechenden Oberflaeche und die Vereinfachung der
Wartung. Wir haben aus bestimmten Gruenden (wir vertreiben schon seit 2
Jahren
ein Expertensystem fuer Neuvermietungen - den MeX!) das Konglomerat
"Wohnrecht" gewaehlt.
