The Virginia Essay raw scores are converted to the same scale of measurement as that used to report the MBE scaled scores. As a result, the average essay scaled score in Virginia will be equal to the average MBE scaled score. This method is designed to permit the passing standard to remain as constant as possible from one exam to the next, so that an applicant is neither rewarded nor penalized for having taken one exam or another.
Prior to the release of the results, the Board meets to regrade the Virginia Essay papers of those applicants whose initial score is near but below the minimum passing score. The Board may determine that the overall quality of an applicant's answers may adequately demonstrate minimum competence, resulting in that applicant achieving the minimum passing score. After the regrading, all scores are final and not appealable. All grading is done anonymously.
Violation: A Small Business & Community Support Managing Director at the Department of Commerce, may have violated the Ethics in Public Service Act by conducting activities incompatible with public duties and by using state resources for private benefit or gain. Evidence indicated that they were on the Board of Directors of the Association of Women and Minority Businesses, which could result in a conflict of interest with their position at the Department of Commerce. Additionally, documents and emails related to the association were located on their state computer.
Violation: Policy Analyst with the Human Rights Commission, may have violated the Ethics in Public Service Act by using state resources for private benefit or gain. Evidence indicated that they connected two external hard drives containing personal data to their assigned work computer which resulted in personal information being downloaded to agency servers including documents related to an outside business.
Violation: A former Work Source Administrator with the Department of Employment Security, may have violated the Ethics in Public Service Act by using state resources for private benefit and gain. Evidence indicated that they extensively used the state vehicle for their own personal use, allowed an unauthorized driver to take the car resulting in it being impounded and used their state computer and cell phone for personal benefit.
Violation: A former Maintenance Mechanic with PARKS may have violated the Ethics in Public Service Act when they misappropriated funds involving a purchasing card and a fuel card resulting in losses to the state over $16,000.
Violation: A Regional Director with the Department of Ecology may have violated the Ethics in Public Service Act when they provided a special privilege and created a conflict of interest by participating in the hiring process that ultimately resulted in the hiring of two of their friends.
Violation: An employee of the Department of Transportation may have violated the Ethics in Public Service Act when they used state resources to promote/support an outside business of which they were a board member. Records indicated that they used their state computer and official job title while corresponding with another state agency regarding a non-profit.
Violation: Olympic College employee may have violated the Ethics in Public Service Act when they made personal phone calls from a state-issued cell phone that resulted in excess charges totaling more than $2,000.
Violation: A former Department of Social and Health Services employee may have violated the Ethics in Public Service Act when they failed to notify their employing agency and the Health Care Authority of change in marital status resulting in the improper payment of health care benefits for an ineligible dependent totaling $2,709.
Violation: A University of Washington Medical Centers Information Systems employee may have violated the Ethics in Public Service Act when they sent an email to office staff, placed an article in an agency bulletin and on the staff bulletin board regarding a proposed county ballot proposition.

Once the polls close, the mail-in and absentee ballots may be tallied in real time as the scanners scan and count the votes on these ballots. Votes cast at the polling places on Election Day are captured on the memory cards in the polling place scanners (as well as on the paper ballots that are scanned into the polling place scanners). Once a critical mass of ballots/memory cards have been counted, the Board of Elections reports *unofficial* results here and will continue to update those results periodically as additional ballots and memory cards are counted.
As has always been the case, the Board does not have official results from the election for several days. This is because, even after all of the ballots cast on or before Election Day have been counted, a number of additional ballots will still need to be counted, including ballots returned by overseas and uniformed military voters, which may be counted so long as they are received by the statutory deadline, which is several days after Election Day, and provisional ballots cast on Election Day that are determined by the Board to be valid, which determination will not be made until several days after Election Day.
