Can I assume that the test file count won't be more than 99 for project 5?

Hi Professor,

We have 100 ports in total (defined by project 4). I assigned one port to the server. Then, I have 99 ports which can be assigned to the clients. 
If we can assume that the file count  is less than or equal to 99, it will be easier to assign ports to the clients because we don't need to handle the case in which some clients have to wait for the port.
Can I have that assumption?
