APE 1 Modification

Hi all,

I just submitted a minor PR with changes to APE 1 that clarifies some ambiguities in the APE review process.

The PR:

• adds a minimum time frame of 2 weeks for the discussion period,
• sets an expectation of 2-3 weeks for the CoCo review,
• and it also clarifies that APEs under CoCo review must be in the main branch of the repository with a status of "Discussion".

Comments are welcome!  I will update the PR with any consensus changes as the discussion proceeds.  Please comment by no later than 5 Feb.
