scipy devs have renewed interest to work with astropy wrt consolidating circular stats stuff on both sides. Anyone interested on astropy side? Please see:

Hi all ... I don't know if there is interest in data-adaptive
(variable bin-width) histograms of circular data, but in 
we developed a version of Bayesian Blocks for data
on the circle.  This hack solves the problem that 
ordinary BB requires an origin for the independent variable, 
which of course does not exist for circular data.
