APE 21 accepted

Hi,

it is my please to formally announce the acceptance of APE 21, which
modifies APE 2. This APE changes how we do and number releases; in
particular we will no longer have dedicated "long-term support" releases
because astropy has gotten pretty stable over the last few years, but
it's is considerable extra work to keep backporting stuff into an old
version. Check out the text of APE 21 (and the modifications it made to
