make html error

Hello, I'm trying to make some changes in a doc file for a contribution. When I try to test it, building the HTML file for the docs, I get an error. I've undone the changes for if issue had to do with it, but I'm still getting the error message at 82%. I attach the log file.

Hi,
It seems to be an encoding issue with the sphinx-changelog extension
(https://github.com/OpenAstronomy/sphinx-changelog) which doesn't
specify the encoding when reading the changelog file (and on Windows you
may have a non-utf8 encoding by default).
