PR 16479: Deprecate utils.introspection.resolve_name()

Just on the off-chance you are using resolve_name() downstream, please comment on https://github.com/astropy/astropy/pull/16479 . It is such a low-level function that I am not sure who is using it or where, but any breakage might be surprising, hence the memo. Thank you for your time.
