APE0 modifications

At the recent Astropy Coordination Meeting, there was a discussion about the voting requirements for amendments to APE0 (The Astropy Governance Charter). As a result of that discussion, I have opened two PRs proposing modifications:

1. Change the requirement for adoption of APE0 modifications from a simple 2/3 majority of the electorate (voting members) to a 2/3 majority of votes cast, with a minimum electoral participation of 2/3. https://github.com/astropy/astropy-APEs/pull/117

2. Allow the CoCo to request that voting members move themself to emeritus status for failing to participate in 4 elections in a row, even if they are otherwise active in the project. https://github.com/astropy/astropy-APEs/pull/118
