Propose a new affiliate package: regularizePSF

Hi!

The PUNCH Science Operations Center team propose that our package regularizePSF would be a good addition to the astropy affiliated package registry. It allows efficient correction of a variable PSF in astronomical images. The algorithm is described in detail in our recent paper.
