dev and dev_all are now dependency groups (previously extras)

Headsup to all devs: we're moving dev and dev_all to dependency groups in main (astropy 8.0 dev):

if you were only using these through tox, you don't need to adapt your workflow. Otherwise, be aware that installation works differently (see the PR for documentation), and if you're using pip, you'll need to upgrade to version 25.1 or newer.
