PRs with keep-open label: Please revisit

Hello devs,

In revisiting open PRs with "keep-open" labels (https://github.com/astropy/astropy/pulls?q=is%3Aopen+is%3Apr+label%3Akeep-open), I see PR as old as from 5 years ago. That is half a decade!

No cap!

If you are the authors or are responsible/enthusiastic about the affected subpackages, please look at them and see if we can do one of the following:

1. Close the PR and open issue instead if not already.
2. Take over the PR and wrap it up.
