astropy v7.1.0 feature freeze done

Hi everyone,

I've now created the v7.1.x release branch ahead of the v7.1.0 release. I plan to do a release candidate in about a week to give time for any issues to settle.

We can still merge in improvements to documentation and bug fixes - please be sure to label them with backport-v7.1.x.

Please also make sure any feature you want to see highlighted in the 'What's new in v7.1?' is added there:

https://github.com/astropy/astropy/blob/v7.1.x/docs/whatsnew/7.1.rst

Note that PRs for this should be against the v7.1.x branch.
