Documentation template

Hello all,

I've just posted a pull request to github that contains a sphinx documentation template for Astropy subpackages.  The PR also updates the configs.rst file (the configuration system documentation) to match the template so you can see what it will look like.  The pull request is at  https://github.com/astropy/astropy/pull/218 (or if you only want to look at the template itself, it's at https://github.com/eteq/astropy/blob/docs/pkgtemplate/docs/pkgtemplate.rst ).  

I also built the documentation for this branch, and you can view it at http://eteq.github.com/astropy , or just the configs section at http://eteq.github.com/astropy/configs.html 

Let me know if you have any thoughts on this template.  As usual, comments in the pull request itself are ideal, but on this list is fine, as well.
